Description
This announcement is for the purpose of soliciting the names of construction contractors interested in submitting a proposal to provide construction services for the FY 08 Logistics Storage Warehouse at Al Udeid Air Base in the State of Qatar. Project scope: The project is for construction of a new two-story pre-engineered metal building that includes administrative, billeting, and warehouse space. This is a pre-engineered metal building with force protection features and related site improvements and utilities. The magnitude of this construction project is between $5,000,000 and $10,000,000. All work is to be performed within the secure perimeter of Al Udeid Air Base in the State of Qatar. The expected contract duration is between 11 and 14 months. Funds for this acquisition have been appropriated under the FY 08 Supplemental Congressional MILCON program. Additional requirements: The firm shall be licensed to do business in the State of Qatar or demonstrate the ability to be licensed at contract award and will comply with the laws and regulations of the State of Qatar to become licensed. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers,plan rooms, or vendors. The solicitation will not be posted over the internet. Subcontractors, suppliers, or vendors may request a copy of the planholders list, after the RFP is issued, in order to contact prime contractors regarding business opportunities. Contracting procedures: The solicitation will be a request for proposal (RFP). Contract award will be based upon a best value analysis of all proposals. Complete evaluation criteria will be conveyed within the RFP. The Government may include options in the solicitation. The contract is to be awarded on a firm-fixed price basis only. Since the contract will be funded by a military construction appropriation the RFP will contain DFARS provision 252.236-7010, Overseas Military Construction-Preference for United States Firms. This provision states, in part, that military construction contracts funded by a military construction appropriation that are estimated to exceed $1,000,000 and are to be performed in countries bordering the Arabian Gulf shall be awarded only to U.S. firms, unless, the lowest responsive and responsible offer of a U.S. firm exceeds the lowest responsive and responsible offer of a foreign firm by more than twenty percent. Offers from firms that do not qualify as U.S. firms will be evaluated by adding 20 percent to the offer. U.S. contractor defined: To be considered a U.S. firm, the firm must be incorporated and have its corporate headquarters in the U.S.; and have filed corporate and employment tax returns in the U.S. for a minimum of two (2) years (if required); and have filed State and Federal income tax returns (if required) for 2 years; and have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. Acquisition time line: Tentative date for issuance of RFP W912ER-09-R-0020 is 10 Feb 2009. Tentative date for a Pre-Proposal Conference and Site Visit is 4 Mar 2009. Tentative date for receipt of proposals is 8 Apr 2009. Tentative date to award the contract is 13 May 2009. Site visit information: An organized site visit will be conducted. Site visit attendance is limited to two (2) people per firm. Attendance is not mandatory. The site visit date is subject to change at any time due to air base operations. To gain entry to Al Udeid Air Base, a Common Access Card (CAC) is required or a pre-arranged base pass is required. Site visit attendees who do not have a CAC must provide the following: (a) U.S. Contractors completed base access form; copy of passport (page showing photo with biographical data and page showing visa entry stamp); and 25 Riyals base access processing fee. (b) Qatar Contractors completed base access form; copy of residency card; and 25 Riyals base access processing fee. U.S. Contractors should contact the Embassy of Qatar in Washington, DC to obtain an entry visa. The base access form and instructions on submitting the form will be provided in the RFP or by email prior to issuance of the RFP. Solicitation request: Firms interested in receiving this solicitation should send a written request to either the address listed above or e-mail or fax a copy to Mr. Rick Elder at Richard.c.elder@usace.army.mil (voice 540-665-3690 and fax 540-665-4033). If sending an email message requesting the RFP you should copy Ms. Robyn Ratchford at robyn.ratchford@usace.army.mil (voice 540-665-3676). The request must state the name of the company, mailing and shipping addresses of the firm, telephone and fax numbers, point of contact, and reference the solicitation number (RFP number). Indicate on the request whether your firm is a prime contractor, JV, subcontractor, supplier, or vendor.
