- USAID’s Office of Foreign Disaster Assistance (OFDA) intends to award a fixed price purchase order for 30,000 Hygiene Kits per specifications in the attached Statement of Work, to the responsible Offeror who presents the lowest cost technically acceptable (LCTA) quotation. USAID is issuing this solicitation as a small business set-aside and intends to award a firm fixed-price Purchase Order as a result of this RFQ. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR Subpart 13.105, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is M/OAA/DCHA-09-456 and is issued as a request for quotation (RFQ). The associated NAICS code for this procurement is 624230 ‘Emergency and Other Relief Supplies’. Please submit any questions no later than January 16th to Robert Parnell, via email at rparnell@usaid.gov or telephone (202) 712.0727. Your formal RFQ response shall address the requirements provided in the attached Statement of Work. You must complete, scan, and include the Standard Form 1449 duly signed, with your formal RFQ response. Please submit your formal RFQ response shall be referenced by using Solicitation Number M/OAA/DCHA-09-456 to be received no later than the stated closing date and time stated above. Receipt is preferred electronically and sent to rparnell@usaid.gov, or can be submitted by facsimile transmission to (202) 216.3132, or by hard copy to the following address: U.S. Agency for International Development M/OAA/DCHA, Room 7.09-121, Ronald Reagan Building 1300 Pennsylvania Avenue, NW Washington, DC 20523 Attn: Robert Parnell Issuance of this solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. 1.0 Introduction: USAID/DCHA/OFDA is purchasing commodities to replenish warehouse inventory in support of ongoing disaster response and emergency field operations. This Statement of Work defines OFDA’s requirement for the provision of such service. 2.0 Technical Requirements and Specifications: This procurement is for 30,000 Hygiene Kits, as described in the attached statement of work. The authorized source, origin, and nationality for this procurement is Geographic Code 000 United States of America. The hygiene kits must be manufactured in the United States.
