Description
The US Army JM&L Contracting Center is conducting a Market Survey to identifypotential sources to develop advanced warheads and defeat mechanisms for current and future weapon systems to provide overmatching lethality for U.S. Armed Forces; and to develop advanced defeat mechanisms for force protection. The governmentis seeking qualified sources with the necessary personnel, equipment, and facilities to conduct development and system integration of ARDEC managed programs for advanced warheads and defeat mechanisms. Interested sources shall provide information regarding experience and capabilities with regards to the following: Companys extensive practical experiences with: 1) System Engineering and Modeling, 2) Single and Multiple Explosively Formed Penetrator (SEFP and MEFP) warheads, and 3) Novel warhead designs using Hydrodynamic codes such as CTH and LSDYNA; target interaction code predictions using Eulerian, or others. Interested sources shall indicate in detail whether or not they currently have the necessary equipment and extensive experiences to fabricate advanced SEFP, MEFP, and novel warhead liners and associated components, fabricate associated system components and complete assemblies; this includes equipment and facility to conduct melt pour as well as press loading of current and future explosive formulations. Finally, sources shall indicate in detail whether or not they currently have the necessary test instrumentation and facilities to conduct live fire static and dynamic warhead and complete system testing; this includes conduct static warhead test firing against RHA and reactive targets, static warhead versus dynamically launched threat weapons, and dynamically launched warhead or defeat mechanism system versus dynamically launched threat weapons. In connection with providing test instrumentation, interested sources shall indicate in detail whether or not they already possess and have used multiple orthogonal high intensity x-rays, Cordin or other suitable high speed still and video cameras, and other pertinent equipment for diagnostic purposes. Interested sources are requested to provide the information listed above as well as company name, address, telephone number, technical point of contact, size of business (small/large), and applicable brochures/literature. These technical capabilities shall be submitted ELECTRONICALLY ONLY, with details listed above, no later than 13 February 2009 to jeremy.phillips6@us.army.mil. This is not a solicitation and does not obligate the government to issue a solicitation. No award shall be made as a result of this market survey. All information is to be submitted at no cost or obligation to the government. This market survey is for planning purposes only, does not constitute a Request for Proposal, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited. Anything submitted in response to this market survey shall not be returned to the sender. Respondents shall not be notified of the results of the survey or results of information submitted, and telephone or email inquiries shall not be honored. No further information is available from the contracting office.
