- The Contracting Center of Excellence (CCE), on behalf of the HQDA, Chief of Chaplains intends to award a sole source contract under authority of 10 U.S.C 2304 (1) or 41 U.S.C. 253 (1) FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Family Wellness Associates, 2905 Granite Creek Road, Scotts Valley, CA 95066. The Family Wellness Associates will provide the Chief of Chaplains with certification training in skills-based relationship building. This action will result in a Firm Fixed contract with a period of performance of one year. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There will be no RFP available for competitive proposals. Phone calls will not be accepted. Interested parties may express their interest and provide a capabilities statement NLT 23 January 2009, at 2:00 PM EST. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government.
