- Sources Sought- This sources sought notice is being conducted to identify potential sources that may possess the capability to provide at least seven ((5) new and (2) used) aircraft for the support of the OSA/VIPSAM (Operational Support Aircraft/Very Important Persons Special Air Mission) missions and major aircraft modifications to the C-32A and C-40 aircraft in the existing fleet, as required, as well as any required major modifications to the purchased aircraft. These aircraft will provide domestic and worldwide team and VIP transportation. This acquisition is a result of Congressional legislation as enacted in Public Law 110-417. The key performance parameters for this procurement are listed in the attached document "Minimum Capabilities Document". Sources must demonstrate the ability to provide all requirements listed above for the provision of new aircraft, used aircraft and providing major modifications to the existing fleet. It is anticipated that this will be a firm-fixed price procurement. The Government will not reimburse participants for any expenses associated with their participation in this sources sought. The current requirement is for the delivery of the used aircraft meeting the requirements specified above prior to 01 Dec 2009 and 26 Aug 2010. If after reviewing this information, you desire to participate by responding to this sources sought, you should provide documentation that supports your company's ability to deliver the aircraft that meets the specified requirement that meets the Governments schedule. Failure to provide adequate documentation will inhibit the Government's assessment of your capabilities. This is intended to be a single award solicitation. This acquisition will utilize commercial practices to the greatest extent possible in accordance with Federal Acquisition Regulation Part 12.
