- The Marine Corps Systems Command has additional requirements to beprocured on a sole source basis under Contract M67854-07-C-2062 with StauderTechnologies, Inc., 115 Mexico Court Suite D, St. Peters, MO 63376 during thecurrent contract period of performance through 17 December 2011. Additionalsoftware development, system integration, engineering services to include FieldService Representatives, and Target Location, Designation and Hands-Off System(TLDHS) units with spares are required for the war fighting effort. Thecontract value will increase as funding becomes available. Initially, acontract modification will be issued at approximately $2.8 million for anadditional 103 TLDHS units. The TLDHS units are required for Joint Close AirSupport aircraft. The $62 million requirement will be an increase to theAuthorized Acquisition Objective (AAO) for the TLDHS. The justificationpermitting other than full and open competition is 10 U.S.C. 2304(c) (1), asimpl! emented by FAR 6.302-1(a) (2) (ii), "Only One Responsible Source and No OtherSupplies or Services Will Satisfy Agency Requirements." It is not expected thatany other contractor could perform the effort within budget and the requiredschedule due to ongoing software development and data requirements forinteroperability. Award or transition to any other source would result induplication of costs and unacceptable delays in fulfilling the agency'srequirements. The contract modifications will be issued on a Firm Fixed-Price(FFP) basis for the TLDHS units and associated spares, with software developmentto be issued on a Cost Plus Fixed Fee basis, and with systems integration andengineering services on a Time and Materials basis. The total estimated cost ofthis procurement is $62 million, with a period of performance through 17December 2011 for all items. The initial modification for the additional 103TLDHS units will he issued by early March 2009 with a delivery s! chedule of 30 September 2009. Any interested party may submit a statement of capability for satisfying this requirement in writing. Proprietaryinformation shall be clearly identified as such and will be protected.
