Description
The Marine Corps Systems Command has additional requirements to be procured on a sole source basis under Contract M67854-07-C-2062 (original solicitation M67854-06-R-2001) with Stauder Technologies, Inc., 115 Mexico Court Suite D, St. Peters, MO 63376 during the current contract period of performance through 17 December 2011. Additional software development, system integration, engineering services to include Field Service Representatives, and Target Location, Designation and Hands-Off System (TLDHS) units with spares are required for the war fighting effort. The contract value will increase as funding becomes available. Initially, a contract modification will be issued at approximately $2.8 million for an additional 103 TLDHS units. The TLDHS units are required for Joint Close Air Support aircraft. The $62 million requirement will be an increase to the Authorized Acquisition Objective (AAO) for the TLDHS. The justification permitting other than full and open comp! etition is 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1(a) (2) (ii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." It is not expected that any other contractor could perform the effort within budget and the required schedule due to ongoing software development and data requirements for interoperability. Award or transition to any other source would result in duplication of costs and unacceptable delays in fulfilling the agency's requirements. The contract modifications will be issued on a Firm Fixed-Price (FFP) basis for the TLDHS units and associated spares, with software development to be issued on a Cost Plus Fixed Fee basis, and with systems integration and engineering services on a Time and Materials basis. The total estimated cost of this procurement is $62 million, with a period of performance through 17 December 2011 for all items. The initial modification for the additional 103 TLDHS units will he iss! ued by early March 2009 with a delivery schedule of 30 September 2009. Any interested party may submit a statement of capability for satisfying this requirement in writing. Proprietary information shall be clearly identified as such and will be protected.
