Description
Market Survey Capability Assessment for Commercial -Off-The-Shelf (COTS) Very High Frequency (VHF) Radios, Ultra High Frequency (UHF) Radios and VHF/UHF Emergency Transceivers (ETRs) To Support the Next Generation Air/Ground Communications System (NEXCOM) Segment 2 Program The responses to this market survey will be used for informational purposes only and will not be released. Proprietary information will be protected if appropriately marked. This announcement is not intended to guarantee procurement of a product and shall not be construed as a commitment by the Government to enter into a contract. This is not a Screening Information Request (SIR) or Request For Proposal (RFP). The FAA is not seeking or accepting unsolicited proposals. The Federal Aviation Administration (FAA) will not pay for any information received or costs incurred in preparing the responses to this market survey or activities contained herein. Therefore, any costs associated with this submission are solely at the interested vendor's expense. The FAA is preparing to conduct a procurement for VHF radios, UHF radios, and VHF/UHF Emergency Transceivers (ETRs) as part of the NEXCOM Segment 2 Program. To streamline our acquisition process, it is the FAA's intent to award the VHF and UHF radios contract to a single vendor at this time. The contract for the VHF/UHF ETR may or may not be awarded to the VHF and UHF radios contract vendor. The purpose of this market survey is to gain knowledge of interested vendors who can provide and demonstrate their VHF, UHF, and/or VHF/UHF ETR products. It also solicits statements of interest and capabilities from interested vendors for this acquisition. Furthermore, this survey will aid the FAA in its determination as to whether adequate competition exists for a single contract vendor who can provide both VHF and UHF radios. The expected release date for the Screening Information Request (SIR) is October, 2009. The FAA is estimating that approximately 33,000 VHF and UHF radios will be purchased. Approximately 1,550 VHF/UHF emergency transceivers will be purchased. Expected contract duration is 10 years (5 years base contract; 5 - one year options). Leading up to the SIR release, the FAA may release multiple Requests For Information (RFIs) to gauge the availability of product features and to solicit comments from industry. In order to make this determination the FAA requires the following information from interested vendors: 1. Identify organization's business classification (a) whether your company is a large, small, small disadvantaged, woman-owned or small service-disabled veteran-owned business; (b) GSA Schedule Contract Number if the company is a GSA Schedule Holder 2. Product availability (in-house, teaming, etc.) 3. Name of teaming partners with a description of each partner's product. 4.Product Specifications.5.Interest in having a product demonstration at the William J Hughes Technical Center in Atlantic City, NJ should be provided with the response. A minimum 3 week notification is required. Coordination requests can begin immediately. No product demonstrations will be conducted after May 31, 2009. All responses (one response per company) must be provided on company letterhead. No font type less than 12 point may be used. Responses must be received no later than 2 PM local time on February 20, 2009.
