- 29 - SPARES OC-ALC/DSCR/ZBAC DIR CONTRACTING/PROPULSION 3001 STAFF DR STE 2AC1/109B TINKER AIR FORCE BASE OK 73145-3032.F100 SEAL AIR, AIRCRAFT SOL SPRTA1-09-R-0228 Item 0001NSN:2840-01-420-2818 NZ, P/N:4081566.Item Description: It has a dimension of 35-738" (diameter) X 2" (height). First stage fan air seal provides a rubber seal around the 1st stage blades of the rotating assy; this helps increase the compressed air flow through the engine. Predominant material is PWA Silicone rubber and AMS 4928 Titanium Alloy. Applicable to: F100-229 EngineDelivery:On or Before 31 March 2010 Quantity: Min 1 ea; BEQ 11 ea; Max 17 ea New Material Solicited. The approximate issue date of the solicitation will be 29 January 2009.The approximate response date of the solicitation will be 2 March 2009.The anticipated award date will be 3 April 2009.No telephone requests. Hardcopies of the solicitation will not be sent from this office. It is anticipated that this requirement is sole-source to United Technologies Corporation since they are considered the only current approved source. Non-approved sources wishing to submit a bid may do so; however, only qualified sources will be considered for award. First Articles may be required from newly approved sources. Qualification Requirements: Sources must be qualified prior to being considered for award.Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. EXPORT CONTROL ITEMS: Foreign owned firms are advised to contact the Contracting Officer or Program Manager before submitting a proposal to determine whether there are restrictions on receiving an award.Note:While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note:An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
