Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for an Indefinite Delivery/Indefinite Quantity Professional Services contract for Water Resources and Watershed Modeling and Assessment to determine the interest, availability, and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, and Small Business concerns. The NAICS code for the work described below is 541690 with a size standard of $6,500,000. Work will begin in July 2009 and extend over a 5 year period. The total work effort is estimated at $3,000,000. The location of services to be performed under this contract shall be primarily the six New England States (ME, NH, VT, MA, CT, and RI) but will also include all other states and districts currently covered by the U.S, Army Corps North Atlantic Divisions (NADs) mission areas (NY, PA, NJ, DE, MD, VA, WV and the District of Columbia). The work involves performing watershed, river, and reservoir modeling assessment studies by providing water resources expertise in watershed, water quality, and hydrology and hydraulics computer modeling. Seventy-five percent of the services to be preformed under this contract will be complex computer modeling set-up, calibration, validation and scenario analysis including collection of information and data to support model set-up. The remaining portion of the contract will in supporting feasibility studies under the Corps of Engineers civil works program. Modeling to be performed by the contractor with state of the art non-propriety computer software including software applications programs such as HSPF (Hydrologic Simulation Program Fortran), WASP (Water Quality Analysis Simulation Program), QUAL2K (Stream Water Quality Model), HEC-GeoRAS (GIS-linked Hydrologic Engineering Center River Analysis System, SWMM (Stormwater Management Model), and other computer programs. Proven ability of contractor to link models as demonstrated by past projects is required. Work will also include providing expert testimony before regulatory, legal, and scientific communities on complex modeling methodologies and assessments in meetings with the U.S. EPA and state regulatory agencies and experts from the university based scientific community. Interested firms should submit a capabilities package to include the following: business classification (i.e. 8(a), HUBZone, etc.), staff size, primary area of contractors expertise, resume of key personnel, and provide examples of projects illustrating the requirements stated above. Responses are required no later than January 28, 2009. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Raushanah Muhammad (Contracts Branch). Responses shall be limited to twenty-five pages. Firms interested shall provide the above documentation in one original form and one copy. The government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
