- Description
- The U. S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), has a requirement for Detention Services to provide guard, transportation, and food for the El Centro Service Processing Center (SPC), 1115 N. Imperial Ave., El Centro, CA 92243. The El Centro SPC is a Government Owned and Contractor Operated Facility (GOCO) with a capacity of 450 beds. A detention facility provides housing for person(s) taken into custody pending removal proceedings or release on bond or personal recognizance. The detention facility is responsible for the secure detention and personal welfare of the individual. The requirement will include, but is not limited to, armed and unarmed officers, transportation, food service, security, personnel, supervision of Contractor employees, equipment, training, security clearances, detainee record keeping services and other management services. The Contractor shall possess adequate financial capabilities and resources necessary for the performance of all aspects of the contract requirements. It is anticipated the contract type will be Indefinite Delivery Indefinite Quantity (IDIQ) with fixed unit prices for a one-year base period and four one-year option periods. The NAICS Code is 561210 with Small Business Size Standard of $35.5 million. The solicitation will be published on or about February 6, 2009 with a tentative proposal due date of thirty (30) days hereafter. Hard copies of the solicitation will not be available therefore; no written, telephone or facsimile request for the documents will be accepted. The distribution of the solicitation and all future information of the acquisition will be accomplished solely through postings at the Federal Business Opportunity (FedBizOpps), website http://www.fbo.gov. The FedBizOpps site provides download instructions. A pre-proposal conference and site visit is planned on or about February 17, 2009 at El Centro SPC. Services are expected to commence on or about July 1, 2009. No reimbursement will be made for any costs associated with providing information in response to this announcement, follow-up information requested, and travel costs associated with the pre-proposal conference and site visit. No further notice will be issued; therefore it is the responsibility of the interested parties to monitor the website for any amendments posted.
