Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, intends to negotiate on a non-competitive basis with Kintronic Labs, Inc., Bluff City, TN, for the procurement of Quantity 9, Special Operations Media System – Broadcast (SOMS-B) Variant (V) 2 Mobile Radio Broadcast Systems, (MRBS) antenna systems. The contract will consist of a base period for the delivery of 4 antenna systems, and an option for 5 antenna systems, if exercised. Each antenna system consists of the following: Quantity 9, Frequency Agile AM Antennas; Quantity 9, Antenna Tuning Units; Quantity 9, Delta Electronics Receiver/Generators; Quantity 9, Militarized AM Dummy Load with Rain Hood; Quantity 9, Spare Parts for ATU and Dummy Load; and, Quantity 9, Testing of Antenna Systems. The antennas must meet the operational requirements as well as the form and fit specifications necessary for transport on the SOMS-B mobile platform. The antenna systems must be able to transmit frequencies among the AM frequency range, and must be congruent with the logistics scheme in place for currently fielded MRBS systems. The antenna system must fit the following specifications: 50M, all glass mast with 4-wire antenna skirt kit for 10kw AM broadcast operation over the entire 535 kHz to 1710 kHz commercial AM broadcast band, 200 foot long kevlar core wire radials, radials to include RF terminators on both ends, and a solar powered mast beacon. Destination: Naval Air Warfare Center Aircraft Division, St. Inigoes, MD 20684. Delivery: 1 antenna system 120 Days after contract award (DAC); 1 antenna system 160 DAC; 1 antenna system 200 DAC; and 1 antenna system 240 DAC. If the option is exercised, delivery would commence with 1 antenna system 240 DAC, and continue in increments of 40 days until 5 antenna systems were delivered. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
