- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source purchase order to Innovative Professional Solutions, Inc, 8317 Front Beach Road, Suite 17D, Panama City Beach Florida 32407 for incorporation and verification of new Desired Points of Impact (DPI) algorithms into the current framework of the DPI calculator Application Program Interface (API) in support of the Assault Breaching System (ABS) program. IPS is the only known source that possesses corporate experience and personnel with the following unique combination of capabilities, all required to successfully perform the identified assessment: (a) significant past experience and knowledge of the ABS system, (b) familiarity and knowledge of the ABS TDA software, and (c) access to personnel with the expertise to assess and perform the effort as this is a direct follow-on to Phase 1 efforts conducted under Purchase Order N61331-07-P-3027. No other vendor holds or maintains the t! echnical expertise in the ABS TDA required to support this high priority testing. It is estimated that getting another source trained and up to speed on this tasking would increase the cost to the Navy by as much as 100%. Delivery will be to NSWC PCD/CO NSAPC 101 Vernon Avenue Panama City Beach, FL 32407-7001. Anticipated award date will be on or about 20 February 2009.
