- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation FA4877-09-Q-0172 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-28, Defense Circular Number 20081218, and Air Force Acquisition Circular 2008-0605. This procurement is being issued as a Small Business set aside under NAICS code 611699. DESCRIPTION: OPERATIONAL & EMERGENCY MEDICAL SKILLS PARAMEDIC RECERTIFICATION COURSE 11 FEB 09 - 21 FEB 09 COURSE CONTENT: THIS COURSE INSTRUCTION IS DESIGNED TO ADRESS THE MEDICAL THEORY & SCIENCE BEHIND SPECIAL NEEDS OF MEDICAL PROVIDERS IN A THEATRE OF WAR. THE COURSE ADDRESSES THE MISSION OF OPERATIONAL EMERGENCY MEDICAL CARE, REMOTE MEDICAL CARE, PROLONGED TRANSPORT TIMES, UNIQUE MILITARY WOUNDING AND THE PRE-HOSPITAL ENVIROMENT. THIS COURSE WILL PROVIDE AS A MINIMUM, TACTICAL COMBAT CASUALTY CARE; BASIC AND ADVANCED PRE-HOSPITAL TRAUMA LIFE SUPPORT- MILITARY MANUAL VERSION SIX; REAL CASUALTY DATA, AND ACTUAL COMBAT EXPERIENCE TO INCLUDE: MANAGING BLOOD LOSS; AIRWAY MGT; RESPIRATORY INJURY MGT; CIRCULATION SHOCK MGT; CASUALTY ASSESSMENT; MEDICAL RAMIFICATIONS OF BLAST INJURY; OPERATIONAL BURN INJURY MGT; PROLONG CARE; ADVANCED WOUND CARE MGT; PAIN MGT; MAXIMIZING OPERATIONAL PERFORMANCE; FIELD TRAINING EXERCISES WITH TACTICAL RELEVANT SCENARIOS (INVOLVING CARE UNDER FIRE, TACTICAL FIELD CARE, CASEVAC, AND PROLONGED CARE) WITH LIVE TISSUE TRAINING. THIS COUSRE IS DESIGNED TO SAVE LIVES IN THE COMBAT ENVIROMENT. IT IS DIVIDED INTO FOUR INTEGRAL TRAINING COMPONENTS, (1) CLASSROOM DIATRIC LECTURE, (2) SIMULATION AND MINI LABS, (3) LIVE TISSUE TRAINING-PROCEDURAL MODELS, AND (4) LIVE TISSUE TRAINING-SCENARIO BASED BALLISTIC WOUNDING MODELS. THE NATIONAL REGISTRY PARAMEDIC DOT 2-YEAR REQUIREMENT WILL BE UPDATED FOR EACH INDIVIDUAL ATTENDING AND COMPLETEING COURSE, or equal, if quoting an equitable substitute please provide full course description.
