Description
The Uniformed Services University of the Health Sciences (USUHS) located on the National Naval Medical Center (NNMC) in Bethesda, MD intends to issue a requirement for Unlimited Power Source/Battery Annual Maintenance with a period of performance of 01 February 2009 to and including 31 January 2010. The resulting contract will be for one base year and 4 option years. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation, number HU0001-09-Q-0037, is issued as a Request for Quotes (RFQ). It will be the responsibility of the Contractor to monitor Federal Business Opportunities, http://www.fedbizopps.gov/ for the issuance of any changes/updates to the solicitation. This solicitation is issued as a request for quotation and incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-29. Contract shall be for one base year and four option years with scheduled preventive maintenance service done in the schedule indicated within this Statement of Work Service UPS: Model AP526 TAG 1081073 & 1109785 ECP AP526 UPS Type: E Extended Coverage: COOR M-SU, 1-24-00 Batteries: Model No. PRC12110, Tag # 1084564 Model No. PRC12220, Tag # 1084565 Model No. PRC12110, Tag# 1084566 Tag# 1114652 Type: EL BATERY LIFE EXTENDED Coverage: CORR M-SU, 1-24-00 Tag 108 Service Performed Semi-Annual Service •1. Perform a temperature check on all breakers, connections, and associated controls. Repair and/or report all high temperature areas. •2. Perform a complete visual inspection of the equipment including subassemblies, wiring harnesses, contacts, cables, and major components. Check air filters for cleanliness. •3. Check module(s) completely for the following (if applicable): a. Rectifier and inverter snubber boards for discoloration. b. Power capacitors for swelling or leaking oil. c. DC capacitor vent caps that have extruded more the 1/8". d. Record all voltage and current meter readings on module control cabinet or system control cabinet. e. Measure and record harmonic trap filter currents. Annual Service Includes the Above, Plus •4. Check the inverter and rectifier snubbers for burned or broken wires. •5. Check all nuts, bolts, screws, and connectors for tightness and heat discoloration. •6. Check fuses on the DC capacitor deck for continuity (if applicable). •7. With customer approval, perform operational test of the system including unit transfer and battery discharge. •8. Calibrate and record all electronics to system specifications. •9. Install or perform Engineering Field Change Notices (FCN) as necessary. •10. Measure and record all low-voltage power supply levels. •11. Measure and record phase-to-phase input voltage and currents. •12. Review system performance with customer to address any questions and to schedule any repairs. Battery Inspection Service - Performed During the UPS Semi-Annual and Annual PM Service •1. Check integrity of battery cabinet (if applicable) •2. Visual inspection of the battery cabinet and/or room to include: •a. Check for NO-OX grease or oil on all connections (if applicable). •b. Check battery jars for proper liquid level (if flooded cells). •c. Check for corrosion on all the terminals and cables. •d. Examine the physical cleanliness of the battery room and jars. •3. Measure and record DC bus ripple voltage (if applicable). •4. Measure and record total battery float voltage. Quarterly Service •1. Inspect the appearance and cleanliness of the battery and the battery room. Clean normal cell top dirt accumulation (to be done only with battery offline). •2. Measure and record the total battery float voltage and charging current. •3. Visually inspect the jars and covers for cracks and leakage. •4. Visually inspect for evidence of corrosion. •5. Measure and record the ambient temperature. •6. Verify the condition of the ventilation equipment (if applicable). •7. Verify the integrity of the battery rack/cabinet. •8. Randomly measure and record 10% of the cell temperature. •9. Measure and record the float voltage of all cells. •10. Measure and record all internal impedance readings •11. Provide a Detailed Inspection Written Report noting any deficiencies and corrective action needed, taken and/or planned. •12. Verify approval for Battery Life program. Annual Service Includes the Above, Plus •13. Re-tighten all connections to the battery manufacturer's specifications. •14. Measure and record all battery connection resistances in micro-ohms, when applicable. Corrective Maintenance Performed as Required Refurbish cell connections as deemed necessary by the detailed inspection written report. Service contract is to include 100% parts coverage (excluding batteries and air filters) Service contracts are to include one Semi-Annual and one Annual Preventive Maintenance Service scheduled by the contractor in coordination with USU personnel. Service is to be performed by Liebert factory trained Battery Specialists or Customer Engineer. Access to the Base, USU & AFRRI Buildings Technicians must be U.S. Citizens in order to enter the Base and USU and AFRRI Building. They must provide proper identification such as driver's license when signing at the security desk. When scheduling the visit, the vendor must provide to the USU P.O.C. the technicians' full name, date of the visit, and vehicle license plate number they'll be driving at least 48 hours prior to the visit in order to process the proper documentation for access to the Base and to reserve a parking spot. Schedule of Services This contract includes 4 quarterly inspections, to be performed at the beginning of each quarter, two Semi-Annual inspections to be performed in conjunction with the first and third quarterly inspections, and one Annual Inspection to be performed in conjunction with the fourth quarterly inspection within the contractual year. Reports The contractor should send a Detailed Written Report by electronic mail of each inspection to the USU P.O.C. no later than 10 days after completing the inspection detailing the findings in the inspection to include any deficiencies, corrective action needed, corrective actions taken and/or corrective actions planned. Billing/Invoicing Billing for this contract should be via invoice to the USU P.O.C. at the end of each quarter. Evaluation Factors : The government will award a firm-fixed-price (FFP) contract resulting from this solicitation to the responsible offeror whose offer, conforming to this announcement, will be most advantageous to the government. Offerors must provide all relevant specifications and/or literature documentation.
