- NASA, Office of Procurement, Code DA20, Stennis Space Center, MS 39529-6000NASA/SSC plans to issue a Best Value Request for Proposal (RFP) for the project entitled: A-1 Test Stand Modifications at Stennis Space Center Mississippi. The work to beperformed under this project consists of providing the labor, equipment, and materials tomodify Test Stand A-1 to accommodate a new Thrust Measurement System (TMS). The teststand is located at Stennis Space Center, Mississippi.The work includes but is notlimited to the following: Demolition of existing structural steel and equipment,Fabrication and installation of a new structural steel Thrust Take-Out Structure (TTOS),Fabrication, installation, and modifications of miscellaneous structural steel accessplatforms, Fabrication of a new TMS installation frame and modification of an existingengine installation platform. Installation of a new Thrust Measurement System (TMS) whichis Government-Furnished Equipment (GFE) Installation of a new hydraulic pump unit, whichis Government-Furnished Equipment (GFE), and other incidental work such as clean up workarea, repair and repaint any damage to new or existing work, and remove all constructionmaterials and equipment. The order of magnitude for the procurement is between $1,000,000 and $5,000,000, and theeffort shall be completed within one hundred eighty (180) calendar days after receipt ofthe notice to proceed. The proposed contract is 100 percent HUBZone Set-Aside for small business concerns.Offers from concerns other than HUBZone small business concerns will not be considered. The NAICS Code and small business size standard for this procurement are 236210 and $33.5million, respectively. The anticipated release date of the RFP is on or about January 28, 2009, with ananticipated bid closing date of on or about March 05, 2009. The firm date for receipt ofbids or offers will be stated in the RFP. Offerors are urged and expected to inspect the site where the work will be performed. An organized site visit has been scheduled for February 10, 2009, at 9 AM. Participantswill meet at the South Reception Center, Stennis Space Center, MS. E-mail the names ofindividuals who wish to attend the site visit at least one day priorcharles.j.heim@nasa.gov. An ombudsman has been appointed -- See NASA Specific Note "B". Specifications and Drawings will only be made available on CDROM.
