- The Air Force District of Washington (AFDW) Acquisition Division, Andrews AFB MD intends to procure on a competitive/unrestricted basis to provide a system which is not limited to, complete names, social security numbers, dates of birth, current and previous addresses, listed and unlisted phone numbers, driver license information and driving records (for states which allow), state and local criminal/civil court records, bankruptcies, known sexual offenders, corporate filings, National UCC filings, assets and associated businesses, air and water craft assets, property assessments and deeds, and professional licenses. The contractors system shall provide the ability to identify possible relatives, neighbors, and associates of searched persons. The system shall be accessed via the Internet through desk top computers. Access to the system shall be available for up to 1200 individuals. The system shall be accessed with a minimum amount of training required for users. The system shall provide the ability to generate electronic and/or printed reports of query results. The system shall provide the ability to save data in an i2 Inc. Analyst Notebook compatible format for further analysis/manipulation in that software. The system shall provide web-based account management functionality which shall be available to AFOSI designated administrators. Administrators shall be able to create new accounts, reset user passwords, and access usage and audit records up to 1200 users. Upon award of contract, the vendor shall create baseline user accounts data listing via spreadsheet containing names, email addresses and other system required information provided by AFOSI. AFOSI will require full access to the system within 10 business days after the award of contract. Subsequent account creation shall be handled by AFOSI designated administrators. The system shall encrypt both queries and query results between the vendor’s server and the end user’s workstation. The system shall provide a mechanism to restrict AFOSI users’ access to the service from a particular IP address or range of addresses. The system shall require that users input a transaction reason, explanation or case file number in order to execute a search. These records shall be available to AFOSI designated administrators for auditing system use (i.e. ensuring queries are for official use and otherwise authorized). The vendor shall be responsible for providing client support either through e-mail or a toll free number within 24 hours of request. The vendor shall also make user training available via on-line. Measurable Terms: (1) Baseline Data Listing of User Accounts (Up to 1200 Users): Five (5) business days after contract award. (2) Full Access to System: Ten (10) business days after contract award. (3) Financial Report: 5th day of each month. Government Furnished Information: The Contractor shall ensure accurate control and accountability of all Government Furnished Information (GFI). GFI will be provided at time of contract award in order for the vendor to be compliant with expected milestones for full user access and the data base listing. All deliverables shall be submitted in a draft format mutually agreed upon by the contractor and the Government. Hours of Operation: The system shall be available 24/7.
