Description
National Cancer Institute (NCI), Center for Cancer Research (CCR) Molecular Imaging Program, plans to procure on a sole source basis with MIMVista Corporation, 25200 Chagrin Blvd.; Suite 200, Cleveland, OH 44122 for a MIMVista Imaging Analysis and MIMContouring System. The North American Industry Classification System Code is 511210 and the business size standard is $23M. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b)(1). The Molecular Imaging Program is dedicated to improving cancer therapy using novel imaging methods, and conducting extensive pre clinical and clinical trials in Building 10 on the Bethesda campus of NIH. This involves the protocol-approved scanning of NCI patients in the Imaging Clinic located in B3B. All such data is considered research and must be stored in a manner compatible with the research needs and statutory requirements of human research. An FDA approved device that stores the images and permits analysis of the images for research purposes, yet is fully compatible with the current imaging systems and other image processing workstations at NCI and NIH is a requirement. The MIMContouring system will include the software license and the required workstation, as well as software and support for a one year period. The system is composed of proprietary software and workstation. The MIMContouring system is the only software known that includes the ability to contour patient and animal data in 3 dimensions and save the contours as DICOM RT structure sets, ability to create contouring templates, ability to create user defined threshold-based volumes of interest, ability to contour PET volumes based on the count rate drop off at the edges and ability to export contour information to spreadsheet. The MIMVista system also performs mutilmodality registration as well as import and process data from the small animal imaging equipment. The computer system that is acquired with MIM Vista is customized to optimize the functionality of the program and is thus, vital to this acquisition. NCI has extensive experience with MIM Vista and are fully trained on this system based on its installation at NCI-Frederick, the Nuclear Medicine Department, NIH and the Cancer Imaging Program NCI. Thus, the MIM Vista product will best meet the needs of this procurement. Period of Performance: Twelve (12) months upon date of award for upgrades and support. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office on or before 11:00 AM EST January 21, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
