- Pursuant to FAR 6.302-1, “Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements”, the U.S. Coast Guard (USCG) intends to procure, Sole Source from Teledyne RD Instruments Incorporated the following services: Commissioning Services for the following systems: OS75 ADCP and BB150 ADCP “Acoustic Doppler Current Profiler System. The objective of the current procurement is to provide personnel, equipment, tools, materials, supervision, and other items and services as necessary to inspect, test, perform, and complete the annual requirement for an at sea – ADCP-75 and ADCP-150 System Commissioning Service (Groom) onboard ISCGC Healy, with a draft report prior to departing and final report due within two weeks of completion of service. This office is utilizing the Simplified Acquisition Procedures in accordance with Federal Acquisition Regulations (FAR), Part 13, and Policies in Part 12, Acquisitions of Commercial Items and will result in the issuance of one (1) purchase order. This is not a 100% Set-Aside Small Business. The North American Industry Classification System (NAICS) is 334511. This announcement constitutes the only solicitation: no further solicitation will be issued for this requirement. The Solicitation Number is HSCG33-09-3396NS077. This Notice of Intent is not a Request for Competitive Quotations. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Deborah.S.Cefaratti@uscg.mil within 2 days of the published date of this notice. The following factors shall be used to evaluate offers: Certification of Performance to provide theses services on the equipment above. The ability to provide services beginning on 28 January 2009 through 02 February 2009. Services for use by the U.S. Coast Guard, Price, and Delivery. Responses must be received by 2:00PM PST, January 15, 2009 and should be emailed to Deborah.S.Cefaratti@uscg.mil.
