- The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within fifteen days after date of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. VPC Solutions is the manufacturer and is considered the supplier who can supply the renewal/redesign for Congressional Knowledge Management System (CKMS), which will include backup, secur! ity update, data maintenance, server upgrade, move to new hardware; software design changes; Congressional data import; one time training; and contractual monthly reporting/invoicing. The applicable North American Industry Classification Systems (NAICS) Code is 541511. Offers shall be received at FISC Norfolk Detachment Philadelphia, Bldg. 2B, 700 Robbins Avenue, Philadelphia, PA 19111 no later than 20 Jan 2009.
