Description
Description(s): The Agency of Office of The Administrator, through Strategic Acquisition Services (SAS), Program Support Center (PSC), intends to award a 12 month sole source contract using simplified acquisition procedures to Val Jordan, LLC 7019 Groveton Drive Clinton, MD 20735 The anticipated date of award is 02/01/2009. The purpose of this sole source performance based contract is to support the mission of the Office of Agency for Substance Abuse and Mental Health Services Administration. The work to be performed under this contract is the coordination and application of unique expertise for SAMHSA’s newest initiative of developing Tribal Corps Learn and Serve Project in partnership with the Corporation for National and Community Service. The Tasks to be performed includes the following: 1) Implementing the Tribal Corps Learn and Service Project with a minimum of 5 Tribes. 2) Establish an ongoing relationship with the Tribal Project Officers over the Learn and Serve Program of the Corporation for National and Community Service. 3) Establish an ongoing relationship with Tribal community leaders and facilitators (via mail, phone and email contacts and site visits) on the Tribal Corps and Learn and Serve project; 4) Establish an ongoing relationship with Tribal youth leaders (via mail, phone and email contacts and site visits) on the Tribal Corps and Learn and Serve project; 5) Garner youth input and involvement into the ICMI planning and community building process; 6) Assist Tribal communities in identifying and selecting evidence, practice, or cultural based interventions; 7) Provide ongoing technical assistance to Tribal communities on the Tribal Corps and Learn and Serve project; 8) Assist tribal partners and tribal communities with the strategic planning process, including assessment, capacity building, planning, implementation, and evaluation to ensure that goals or deliverables of projects are accomplished within prescribed time frame. 9) Provide technical assistance to identified tribal communities as they develop and submit their strategic plans on their the Tribal Corps and Learn and Serve project; 10) Provide support to SAMHSA’s Office of Communications to insure that Tribal materials are culturally competent and follow Tribal protocols. 11) Develop and edit writing materials that have significance to the Agency’s mission such as reports to Congress, backgrounders, policy statements, and publications that address substance abuse and mental health issues with regard to Tribes and Tribal communities. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
