- THE PURPOSE OF THIS MODIFICATION TO A PREVIOUS NOTICE IS TO SERVE AS THE PRESOLICITATION/SYNOPSIS FOR SOLICITATION NO. NHLBI-HB-10-03. THE ORIGINAL NOTICE SERVES AS THE SOURCES SOUGHT. The National Heart, Lung, and Blood Institute (NHLBI) is interested in soliciting proposals from all interested organizations for the competitive renewal of the Cell Processing Facilities in support of the Production Assistance for Cellular Therapies (PACT) program. The objective of this program is to continue to advance cellular therapy research in the areas of regeneration of damaged/diseased tissues, organs, and biologic systems, and targeted treatments for serious diseases without effective therapies. The Cell Processing Facilities will support translational research in novel cell therapies, to advance the field of cellular therapy, and to enable scientifically meritorious basic science research to reach the clinical trial stage even if the investigator lacks the internal resources or infrastructure needed. The period of performance for this requirement is for five years beginning on or around November 2, 2009. Information on the current PACT program may be viewed at http://www.pactgroup.net/. The Government anticipates that up to six contracts will be awarded for Cell Processing Facilities under RFP NHLBI-HB-10-03 and one contract will be awarded for a Coordinating Center under RFP No. NHLBI-HB-10-02. The solicitation will contain a mandatory qualification criterion which restricts the Cell Processing Facilities to be located only within the U.S. This acquisition has been designated as full and open competition under the North American Industry Classification System (NAICS) code 541711, Size Standard - 500 employees. The solicitation will be made available electronically on or about January 14, 2009 and may be accessed through the internet at the following website: http://www.nhlbi.nih.gov/funding/inits/index.htm#rfp and on the Federal Business Opportunities website at: http://www.fedbizopps.gov under the National Heart, Lung, and Blood Institute posting section. No paper copies will be available. Proposals will be due on or about March 2, 2009. Offerors are responsible for downloading their own copy of the solicitation and for routinely checking the internet site for any possible solicitation amendments that may be issued by the Government.
