Description
The Ft. Pierce beach project is located along the shore just south of the Ft. Pierce Inlet. The project includes a base bid with four options. The base bid includes the placement of approximately 125,000 cubic yards of beach material on 1,000 feet of shoreline from the south jetty (near R-34) to R-35. In Option A, the beach placement area includes 25,000 cubic yards of beach material and extends from R-35 to R-35 + 250 feet. In Option B, the beach placement area includes another 25,000 cubic yards of beach material extending from R-35 + 250 feet to R-35A (approximately 250 feet long). In Option C, the beach placement area of R-35A to R-36A which is about 1,000 feet in length will require approximately 50,000 cubic yards. The fourth option, Option D, concerns the special procedures for sea turtles should relocation trawling become necessary. The berm width varies along the shoreline with the berm having an Elevation +7.6 NAVD 1988 and a construction slope of 1 vertical on 10 horizontal. The material for the beach will come from an offshore borrow area (Capron Shoals) located about 3.5 nautical miles southeast of the project area. All work shall be completed by May 30, 2009 (R-34 to R-37). No work shall take place on the beach during the period of May 30 through October 31st for areas from R-37 to R-34. No construction activity or equipment shall be allowed on the beach during these periods. Staging areas and temporary storage of pipes shall be off the beach to the maximum extent practicable during that portion of the marine turtle nesting season from March 1st through May 30 for areas from R-37 to R-34, and November 1 through November 31. Construction vibration monitoring may take place at any time after receipt of Notice to Proceed. Magnitude of construction is between $1,000,000.00 and $5,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION. COAST GUARD CERTIFICATION OF VESSELS IS REQUIRED IN ACCORDANCE WITH THE SEAGOING BARGE ACT. ALL RESPONSIBLE BIDDERS ARE ENCOURAGED TO PARTICIPATE. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. The solicitation will be issued on or about January 14, 2009 with bids due on or about February 13, 2009. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/.
