- Description
- The U.S. Broadcasting Board of Governors (BBG), Office of General Counsel (GC) is seeking qualified sources to provide deposition and transcription services to support its Washington, DC and Miami, FL offices on a contract basis. The Agency intends to issue one or more Blanket Purchase Agreements (BPAs) to qualified vendors. The following general information pertains to the above-listed services: (1) Assignments are performed on a contract “as-needed” basis; consequently, the BBG/GC makes no guarantees on the amount of work assignments that contractors can expect to receive; (2) Most assignments require working in Washington, DC; however, some assignments may require working in Miami, FL or short duration travel to domestic or overseas locations; and (3) The Government is obligated to inspect all contractors’ performed work to ensure that it fully satisfies the Government's requirements. The Government is further obligated to reject all work that fails to meet Government-specified requirements. The following criteria will be used as appropriate by BBG/GC to evaluate prospective contractors: (1) Past experience in performing the work listed above; (2) Education and experience of key personnel; (3) Technical approach to perform the work and prepare material; and (4) Evidence of availability on short notice. Prospective contractors are hereby notified that the basis for award will be based on best value, with technical evaluation factors (e.g., strength of prospective contractor’s experience, resume, approach, and oral/written skills) being more important than the prospective contractor's proposed price. Offerors shall also submit a price proposal that includes their fully burdened (i.e., inclusive of overhead & profit) rates. Contractor’s proposed Rates should reflect the different turn-around times (e.g., overnight, standard [10-14 days], and extended [15 to 30 days]). Contractors are hereby notified that any BPA awarded will contain FAR Clause 52.211-11 entitled “Liquidated Damages—Supplies, Services, or Research and Development” (e.g. Any transcript submitted later than 30 days up to 45 days from the request date shall be discounted by 10% of the quoted extended rates. All transcripts delivered after 45 days shall be discounted by 2% for each additional day of late delivery.). All sources who believe that they have the experience and capabilities to perform the above-stated services to be procured under a contract basis from BBG may submit written inquiries for additional information and/or submit their written statement (i.e., technical and price data) to Ms. Elizabeth Parish, Esq, BBG/ Office of General Counsel, Cohen Building, Room 3349, 330 Independence Ave, SW, Washington, DC 20237 (e-mail address: bparish@bbg.gov) at any time up to the March 31, 2009 expiration date of this Public Notice.
