Description: SYNOPSIS AND SOLICITATION: This acquisition is being issued in accordance with FAR Subpart 13.1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation GS-08P-09-VP-P-0007 is issued as a Request for Quotation (RFQ). The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-28. This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE. The North American Industry Classification System (NAICS) Code is 238210 – Electrical Contractors and Other Wiring Installation Contractors. The Small Business Size Standard is $14 million. Contractor is to furnish all supplies and labor needed to accomplish the installation of the government furnished phone system for the Natural Resources Conservation Services located at the Dick Cheney Federal Building in Casper, Wyoming. This work includes the installation of the infrastructure necessary to operate the phone system. Please see attached Scope of Work. All prospective offerors are also required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission. You may access ORCA via the following URL, www.orca.bpn.gov. Site visits prior to submitting a quote is highly encouraged. The site visit will be held on Tuesday, January 13, 2009 at 10:00 a.m. MST at the GSA office in the Dick Cheney Federal Building located at 100 East ‘B’ Street, Room 1002 in Casper, Wyoming. There will be no additional site visits. Quotes will be due Wednesday, January 28, 2009 by 3:00 p.m. MST. GSA is expected to make an award on or about February 2, 2009. Performance period is 45 days after receipt of notice to proceed. Award selection will be made based on price. A quote shall be developed and presented to the Government in sufficient detail for the Contracting Officer to determine reasonableness in comparison to the Government’ price estimate. The details should include a breakdown for materials and labor. This contract will be awarded as a Firm-Fixed Price contract. It is the offeror's responsibility to monitor the EPS site at www.fbo.gov for the release of any amendments. Security clearances will be required. Please provide your DUNS number with all submittals.
