Description
Marine Corps Systems Command Program Manager Training Systems (PM TRASYS), Project Manager for Virtual Training Systems (VTS) requires desktop and shipboard training devices virtually simulating instrumentation for the training, fielding and support of crew commanders and gunners of the M1A1 Battle Tanks and the Light Armored Vehicle - 25 mm variant (LAV-25) in both precision gunnery and mission tactical skills. This instrumentation includes ground instrumentation integration into existing and future instrumentation systems and ranges. This work will support the full range of armored combat vehicle virtual training requirements (Ground-to-Ground, Ground-to-Air) from individual training to collective training at the Maneuver Combat Training Centers (MCTCs), unit home stations, and ranges throughout the world. The Government intends to award a single award ID/IQ contract in FY 2009 with a five year period of performance (one year base with four one-year options) with a Not-To-Exceed value of approximately 10 million USD. The award of this contract will be made on a Best-Value basis. The Government believes that the capabilities required to design, develop, test, qualify, manufacture, field and support the Advanced Gunnery Training Systems (AGTS) contract represents the core capabilities that would be required by a vendor through the life of this contract. It is the intention of the Government to own the Technical Data Packages (TDP) for systems developed within the AGTS contract. The draft AGTS requirements are summarized in paragraphs 1 -3 below. Contractors shall submit a capability statement that provides the information requested in paragraphs 1a, 2a, and 3a of this document. 1. Advance Gunnery Training Systems work requested will include the study, design, development, testing, qualification, safety engineering, information assurance, production, integration, training, fielding and support of M1A1 Battle Tank and LAV-25 gunnery instrumentation. The instrumentation will enable the AGTS devices to train target acquisition, identification, and engagement with the main guns using both the primary and auxiliary fire control systems and sighting equipment against mobile and stationary threats, single and multiple targets, in realistic battlefield environment during day, night, and reduced visibility conditions. In addition, the desktop and deployable AGTS devices will provide the Marines the sustainment training while embarked aboard ship or deployed to any theater of operation to maintain critical skills. The desktop and deployable AGTS trainers also provide the training for Recognition of Combat Vehicles (ROC-V), Recognition of Improvised Explosiv! e Devices (ROC-IED), and Recognition of Suicide Bombers (ROC-SB). Additional software features shall include, geographic, weather and climate resemblance, vehicle position/location, vehicle status (alive/killed), vehicle survivability equipment (VSE) operation and status, weapons engagements, casualty assessment and other virtual training information to be collected, processed, transmitted and recorded in near real time. Armored Combat Vehicles that may require existing and future platform instrumentation work include the Expeditionary Fighting Vehicle (EFV) and Amphibious Assault Vehicle (AAV). Additionally, gunnery instrumentation work on any Department of Defense (DoD) combat vehicle is possible. 1a. Contractors shall describe their capabilities related to the design, development, testing, qualification, safety engineering, information assurance, production, integration, training, fielding and support of gunnery instrumentation. Additionally, the contractor shall describe the AGTS instrumentation that they have developed and integrated onto armored combat vehicle platforms. Contractor shall describe instrumentation maturity (prototype or production), capabilities, quantities produced, locations operated, maintenance support provided and list training worthiness and/or supplemental type certificate status. Contractors may submit additional information that describes their strengths in developing advanced gunnery instrumentation to support combat virtual training. 2. Ground Instrumentation. Work requested will include the study, design, development, testing, qualification, safety engineering, information assurance, production, integration, training, fielding and support of ground instrumentation and/or upgrade of existing ground instrumentation to support combat virtual training requirements. Ground player/target location, status (alive/killed), weapons engagements, casualty assessment and other virtual training information are required to be collected, processed, transmitted and recorded in near real time within MCTC, unit home stations, and range instrumentation systems. 2a. Contractors shall describe their capabilities related to the study, design, development, testing, qualification, safety engineering, information assurance, production, integration, training, fielding and support of ground instrumentation. Contractors shall describe the ground instrumentation that they have developed and fielded to support virtual training. Contractors shall describe the ground instrumentation maturity (prototype, LRIP, or production), capabilities, quantities produced, and locations that their ground instrumentation is currently operated. Contractors may submit additional information that describes their strengths in developing target instrumentation to support combat virtual training. 3. Ground Instrumentation System Integration. Work requested may include the integration of virtual training capabilities into existing and future ground instrumentation systems and ranges. Ground instrumentation systems may be upgraded to receive, process, display and record virtual training information at the MCTCs, unit home stations and ranges. 3a. Contractors shall describe their capabilities to integrate virtual training capabilities into existing ground instrumentation systems and ranges. The contractor shall identify the ground instrumentation systems and that they can currently interact with and describe the capabilities they have integrated into the ground instrumentation system. Contractors shall also describe their ground instrumentation components and their capabilities and describe how these capabilities would support virtual training and/or gunnery. Contractors may submit additional information that describes their strengths integrating virtual advanced gunnery training capabilities into existing ground instrumentation systems. 4. Contractors shall indicate if they are a large or small business (if small, please indicate any applicable socio-economic status such as Small Disadvantaged Business (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), etc.), if they are interested in participating as the prime contractor or as a subcontractor, and if they are planning to team with other companies for this contract. 5. Contractors submitting information pertaining to this opportunity will do so at no cost to the government. Any information provided to the Government in response to this notice will become USMC property and will not be returned. Capability statements should not exceed twenty (20) pages inclusive of the cover sheet. This is not a request for proposal. No additional information is available at this time.
