W912GB-09-R-0013 For GENERAL, MASTER PLANNING AND INCIDENTAL ENVIRONMENTAL A-E SERVICES, INDEFINITE DELIVERY CONTRACTS FOR SUPPORT OF THE MISSILE DEFENSE AGENCY, LOCATIONS THROUGHOUT EUROPE. This is a SOURCES SOUGHT Synopsis/Market Survey notice. No proposals are being requested at this time. The U.S. Army Corps of Engineers, Europe District is seeking expressions of interest from firms who are interested in proposing on an Indefinite Delivery type service contract for General, Master Planning and incidental Environmental A-E Services for support of the Missile Defense Agency, for locations throughout Europe. The U.S. Army Corps of Engineers Europe District anticipates award of up to two Indefinite Quantity Architect- Engineer contracts with a capacity of $40 Million each in support of the MDA Program with a base period of one year and four option years. It is expected 80% of task orders awarded will be Firm Fixed Price and 20% will be awarded under Cost Plus fixed Fee provisions. An announcement for the anticipated services shall be posted to FEDBIZOPPS during the 2nd quarter of Fiscal Year 2009. The Missile Defense Agency (MDA) Ballistic Missile Defense Worldwide Program Management Office (BMDS-PMO) is responsible for fielding of a third Ground Based Midcourse Defense (GMD) interceptor field and radar site located in Eastern Europe. The European Capability consists of geotechnical surveys and environmental studies, design and construction of Mission and Mission support facilities for two separate sites located in former Soviet Block countries in Eastern Europe. The U.S. Army Engineer District, Europe (USAEDE), is the DoD design and construction agent with jurisdictional responsibility for support of US Army in the geographical area that includes all areas of the European Command, specifically Europe, the Middle East, most of Africa, Greenland and Russia. USAEDE has been requested to begin planning and design of non-mission life support facilities in support of the new U.S. installations in Europe that are required to man and operate the Missile Defense sites. The work to be performed covers A-E services for the preparation of design criteria, architectural engineering designs, specifications, design-related analyses and studies, economic analyses and cost estimates for missile launch, radar, test, evaluation and training facilities located within the Europe Area of Responsibility. Specifically, the work will include, but not be limited to, new or rehabilitation designs of tactical, tactical support, and non-tactical support facilities including missile control buildings, industrial workshops, power plants, communications facilities, administration buildings, and various other facilities; new and rehab road work, utility work, and building systems work. Additional support may include environmental documentation, permits, special studies, and other environmental activities as required by federal and host nation laws and regulations; feasibility studies, other special studies, geotechnical investigations and topographi-cal mapping services, programmatic support services, as-built drawings, and engineering and design during construction. Minimum requirements of sources: Potential sources for performance of the support services shall be fully qualified in providing A-E services related to pre-design engineering studies and design of tactical and tactical support facilities for missile defense weapons systems. The contractor will possess sufficient equipment, personnel, organizational, financial, and technical capability to ensure satisfactory completion of the contract. The contractor shall demonstrate the ability to obtain secret security clearances as well as store and process classified material in accordance with Executive Order #12958. The contractor will have established a satisfactory record of completion of similar contracts. Responses to this sources sought request shall provide the prime contractors name, address, point of contact phone number and email address. Interested firms must provide a brief capability narrative indicating your firms experience with similar type services and indicating your firms interest in the anticipated contracts. Offerors response shall be limited to 5 pages and shall be received no later than 09 Jan 09.
