Description
FA0021-09-R-0001 Predator MQ-1 Maintenance Support replaces the Sources Sought FA0021-08-R-0006 Predator MQ-1 Maintenance Support posted on 05 June 2008. All reference to this number has been removed. The Air Force Special Operation Command (AFSOC) is in the process of determining the acquisition strategy for a potential requirement for maintenance support for MQ-1 Predator operations for; Cannon AFB New Mexico; MQ-1 overseas operations, and exercises within and outside of the Continental United States. Additionally, AFSOC requires a contractor maintenance Rapid Reaction Force (RRF) capable of responding on short notice and supporting MQ-1 operations worldwide. The estimated contract performance period would commence on or about May 2009 with the anticipation of a five (5) year effort. The applicable North American Industry Classification System (NAICS) code is 488190, which has a small business threshold of $7,000,000. Performance Requirements: The contractor shall comply with the responsibilities and aircraft maintenance management philosophy and policy in Air Force Instruction (AFI) 21-101 and AFI 21-103. Support would include organizational level maintenance of aircraft, Ground Control Stations (GCS), Aerospace Ground Equipment (AGE), Ground Data Terminals (GDT), and supply management support. Aircraft maintenance tasks, include but are not limited to; servicing, pre-, thru-, and post-flight inspections, launch and recovery activities, weapons loading and unloading, troubleshooting, and scheduled and unscheduled maintenance. AGE maintenance would include maintenance of powered and non-powered AGE including pickup, delivery, troubleshooting, repair, modification, inspection, corrosion control, and servicing of powered and non-powered AGE to support the MQ-1 mission. Contractor would provide maintenance for various forms of GCS to include; the MD-1A Mobile Ground Control Station (MGCS), the MD-1B Dual Control Mobile Ground Control Station (DCMGCS), and the MD-1C Containerized Dual Control Segment (CDCS), and any successor designs as they are fielded. Contractor would provide maintenance for MQ-1 exercises. Personnel would assist the government during exercise planning and be responsible for pre-deployment equipment pack-up and setup at the exercise location. Employee security clearances would be required. Contractor would be required to maintain a maintenance force capable of deploying on short notice within hours to support Special Operations Forces (SOF) MQ-1 missions worldwide. Summary. No solicitation document exists.
