Description
The National Institutes of Health, Clinical Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small businesses capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The Clinical Center Physical Disabilities Section of the Rehabilitation Medicine Department, National Institutes of Health has a requirement to replace the 5-year old Motion Capture system and Analysis Software in patient care and human subject research. Since 2003, Motion Capture Systems has made considerable technological advances in motion capture technology and the software that supports 3D movement analysis has transitioned to a next generation hardware/software system. The older generation system will no longer be able to adequately carry-out its patient care and human subject research responsibilities. The applicable North American Industrial Classification System (NAICS) code is 334510. The Contractors response shall provide detailed information on the capability of Motion capture in your capability statement. Additionally the Contractors response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company’s to perform the requirements described in this synopsis: Create a motion capture system that allows the study of many different types and speeds of motion in patients or research subjects of different body proportions. a)Provide standard lenses (18 mm and 20 mm are acceptable) and wide angle lenses (12 mm). b)Have a frame rate at full resolution of at least 250 frames/second. c)Must have an electronic freeze frame shutter such that a simultaneous exposure for the entire pixel array is imaged in the same time point. d)Must be able to acquire the locations of all the markers at the same time point. e)Have the ability to capture 120 targets at full camera resolution (4-megapixel) when using target diameter sizes of 9mm, 12mm, and 15mm. Evidence of capability to provide high resolution (4 megapixels) at smaller target sizes is required for future expanded applications. f)Have the ability to adjust camera settings (e.g. sensitivity, strobe intensity) from the data collection computer console. g)The light emitting diodes must be surface mounted onto the camera. Also, the cameras must not provide any visual flash (or cue) to the subject during data collection. 2)Quality digital video requirements: a)System must possess the ability to simultaneously capture and integrate digital video with 3D marker and analog data. b)Must provide two color digital video cameras with minimum of 640 x 480 pixels. c)Cameras must have the ability to be calibrated into the 3D laboratory coordinate system. d)Cameras must allow for the overlay of video data on top of 3D marker data and ground reaction forces from force plate instrumentation. e)Camera data must be able to be saved to the hard drive and be visually available in data collection software in real time. f)System must be capable of real-time data capture and processing with biofeedback, meaning that the data are displayed as the person is moving. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with the ability to perform all specialized requirements elsewhere described. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Purchase Order or Contract based upon Vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government’s use of the information. Any proprietary information should be clearly identified as “proprietary information”.
