Description
SCOPE OF WORK Specifications for Sand, Gravel and Eco-Blocks Mill Creek PART 1General 1.1Scope of Work This contract is to stockpile emergency materials at Mill Creek Dam, located approximately 3 miles east of Walla Walla, Washington. The work involves furnishing, loading, hauling and placing concrete blocks in the upper parking area of the dam as shown on the attached drawing to create 3-sided bins; and furnishing, loading, hauling and stockpiling 200 tons of rock-fill; 200 tons of gravel; and 330 tons of sand in the bins. The materials and placement shall meet the requirements of Washington State Department of Transportation, 2008 Standard Specification for Road, Bridge, and Municipal Construction, unless otherwise specified below. 1.2References The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by: American Society for Testing and Materials (ASTM) ASTM C 117(1995) Materials Finer than 75-micrometer (No. 200) Sieve in Mineral Aggregates by Washing ASTM C 131(1996) Resistance to Degradation of Small-Size Coarse Aggregate By Abrasion and Impact in the Los Angeles Machine ASTM C 136(1996a) Sieve Analysis of Fine and Coarse Aggregates ASTM D 75(1997) Sampling Aggregates ASTM D 2419(1995) Sand Equivalent Value of Soils and Fine Aggregate Washington State Department of Transportation (WSDOT) WSDOT M41-10(2008) Standard Specifications for Road, Bridge and Municipal Construction 1.3Submittals Quoters must submit a Bin Wall Construction Plan and material source with their proposal. The Construction Plan will be reviewed for technical acceptance by the Contracting Officers Representative, ensuring the plan meets the Governments needs in accordance with these specifications. Quoters must also submit product data on sand, gravel and rockfill. 1.3.1Material Source Materials for sand, gravel and pit run shall be obtained from an approved commercial source selected by the Contractor. The Contractor shall submit all data and test reports for aggregate source approval. The test reports shall have been completed within the last 5 years and show compliance to the specifications for durability, sand equivalent and wood waste. If the source is approved by the States Department of Transportation, the States identification number shall be provided as well. The materials shall be weighed by a commercial scale. Copies of weigh tickets shall be given to the Governments Representative on site. 1.3.2Bin Wall Construction Plan The Contractor shall submit lay-out and plan for the bin wall construction. The plan shall show the size and type of Eco-Blocks to be used, the height of all walls and the internal size of the separate bins for stockpiling the material. The plan shall also show the method used to interlock the blocks. The Contractor shall be responsible to provide a stable wall system. The plan shall provide for 2 bins that will hold 200 tons of material each and one bin to hold 330 tons of material. Each bin will consist of 3 sides. The bins shall be placed in such a manner as to allow easy access to the bins from the existing asphalt road, and such that the edge of the stockpile and bin wall is a minimum of 6 feed from the edge of the road. The size of the existing parking lot and the additional area available for stockpiling the material is shown on the attached information sheets. If the additional area is used a 2 layer of base course material shall be placed over the existing ground to provide a surface for both the block wall and stockpiled materials. The rail fence along the north side of the existing parking area may be removed. If the fence is removed it will be done so such that it is not damaged and the removed fence material shall be turned over to the Contracting Officers Representative (COR). PART 2Product Specifications 2.1Materials Except as modified by this specification, all materials shall conform to the requirements of the Washington State Department of Transportation Standard Specification of Section 9-03.1 as noted below. Aggregate shall consist of crushed or partially crushed granular material manufactured from ledge rock, talus, or gravels. Materials and characteristic of materials shall be as specified below. Material gradations shall be obtained using test procedures presented in ASTM C 117 and ASTM C 136. 2.2Sand Sand shall consist of sand meeting the requirements of WSDOT Section 9-03.1(2), Class 2 Fine Aggregate for Portland Cement Concrete. 2.3Gravel Gravel shall consist of sound, durable, concrete aggregate, free of organic material. Gravel-fill shall meet the requirements of WSDOT 9-03.1(5) 1 inches grading for Combined Aggregate Gradation for Portland Cement Concrete. 2.4Rock-fill Material for rock-fill shall consist of angular rock. Rounded boulders or sub-rounded rock fragments will not be acceptable. Rock-fill material shall be 12 minus with not more than 50% less than 6 inches. 2.5Eco-blocks for Bin Walls Eco-blocks shall be precast concrete blocks approximately 2 feet in height and 3 feet long, designed and constructed to be used to construct temporary block walls. The blocks shall have interlocking grooves on the bottom and top for stacking. PART 3Execution 3.1General The delivery lead time is two (2) weeks from date of contract award. The surface on which the materials shall be stockpiled shall conform to the contract requirements, and shall be approved by the Contracting Officers Representative before placement of base materials. No base material shall be placed on snow, soft, muddy or frozen subgrade. 3.2Conveying While operating equipment and materials on any public highway, the Contractor shall comply with all laws that control traffic or limit loads. This contract does not exempt the Contractor from such laws nor does it license overloads. At the Contracting Officers request, the Contractor shall provide any information needed to determine the weight of equipment on the roadway. 3.3Bin Wall Construction The Contractor shall build bins in the location shown on the attached drawing and as indicated on the Contractors approved plan. The walls shall consist of concrete blocks approximately 2 feet high and 3 feed long, designed for building temporary interlocking walls. The exact size of the bins shall be such that the required amount of material can be stockpiled in the area indicated, while providing a stable structure. Each bin shall have three sides to contain the material and an open side for access. The wall height shall not exceed 6 feed unless it is designated and stamped by a Professional Engineer registered in the State of Washington. 3.3.1Stockpiling Materials Materials shall be stockpiled such that each material is in a separate bin. The stockpiles shall be placed in a manner that minimizes segregation. 3.4Regular Cleanup and Debris Removal All debris resulting from the work regardless of size, shall be collected and removed from the project site daily and disposed of in a legal manner. All costs for removing debris shall be incidental to the work, and no separate payment will be made therefore. The Governments trash cans, dumpsters, etc. shall not be used. At completion of the job, any spilled material shall be removed from the existing asphalt road and swept clean. 3.5Protection and Restoration of Existing Facilities The Contractor shall take precautions to prevent damage to existing facilities while performing work under this contract. Upon completion of the work, all the existing facilities not included as a portion of the work shall be left in a condition equal to the condition existing at the time of contract award. Costs for maintenance, repair and restoration of any facilities shall be considered as incidental to and included in the proposed schedule prices.
