This solicitation will be made available for download from the FedBizOpps Yes Only on FedBizOpps General Information Document Type: Presolicitation Notice Solicitation Number: AB133R-09-RQ-0118 Posted Date: December Classification Code: 66 - Instruments & laboratory equipment Contracting Office Address Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) Western Regional Acquisition Division, 7600 Sand Point Way, NE, Seattle, WA 98115 Text: The Government intends to issue a solicitation to acquire Acoustic/Release Transponders using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The request for Quotes will be for a firm fixed price Indefinite Delivery/Indefinite Quantity (IDIQ)- consisting of a base performance period and four one-year optional performance periods. Delivery order(s) will be issued on an as-needed basis with a minimum guaranty of a quantity of five for the initial period of performance with a maximum possible quantity of forty for the initial period of performance. Any optional period of performance awarded will guaranty a minimum order of a quantity of five. The maximum possible quantity that could be ordered during that period of performance would be forty. Delivery will be 30 days after place of each delivery order. FOB Seattle, WA. Proposed acoustic/release transponders are required to meet the minimum specifications: Mechanical - Static working load through the case (no tension rod): 5400 kg; minimum depth rating 6000 meters; weight in air; not greater than 30 kg; length: not greater than 1 meter; corrosive resistant housing and fasteners; No machined threads which incorporate duplex stainless steel; designed for ease of maintenance; proven reliability on long term deployments, 12 month minimum. Acoustical - Fully compatible with Edgetech 8011A and ORE 8011M acoustic command deck units; release must work with deck unit as stand alone, no computer interface needed; working range: 10 km; commands: enable, disable, release, spare; enable and disable commands will be confirmed with a timed ping rate output differing from that of enable and disable; acoustic release attitude (horizontal or vertical acknowledged by timed ping rate with a change in period. (tilt sensor range 25° +/-5°); receive sensitivity: 80 dB re q uPa; minimum interrogate pulse width: 5 ms; interrogate frequency: 9 or 11 kHz (as ordered; minimum reply source level: 190 dB re 1 uPa @ meter; ping to ping transpond function for ranging; turnaround time delay: 12.5 ms +/- 0.4 ms; reply pulse width: 10 ms; minimum 0f 2000 unique command codes. Batteries - Alkaline batteries-field installable; minimum two year deployment life with an 40,000 single pulse replies. This is a Total Small Business Set-Aside and is under the North American Industry Classification System Code 334511, Business Size Standard 750 employees. The Western Administrative Support Center, Acquisition Management Division, requires that all contractors doing business with this acquisition office must be registered with the Central Contractor Registry (CCR) before October 1, 2003.
