Description
United States Army Forces, Central Command (USARCENT) Fires and Effects Directorate Requirement SOURCES SOUGHT The purpose of this Announcement is to identify potential Small Business Sources Only with the NAICS code 541611. Only these businesses will be considered. It is imperative that the potential offeror explain technical capability and responsibility of being able to fulfill this requirement by providing relevant, current, past performance and experience. Additionally, subject contractor must have an active or be able to quickly acquire a current Top Secret clearance. The primary location for performance will be USARCENT Headquarters, Fort McPherson, GA or at the USARCENT Forward Headquarters-current location, Camp Arifjan, Kuwait - this location may change without notice. The contractor may be required to deploy with the USARCENT Headquarters in support of contingency operations. Travel to additional destinations may be required on a non-reoccurring basis. The purpose of this requirement is to acquire contractor advisory and assistance services for the USARCENT Fires and Effects Directorate. In this requirement, the contractor shall provide strictly non-personal services and shall work as an independent contractor not subject to the supervision and control of the Government. USARCENT Fires and Effects Directorate provides analysis and assessment capabilities supporting the USARCENT CDR and his staff and components during adaptive planning and execution. Fires and Effects is the assessment focal point for the command for all phases of USARCENTs country studies, lethal and non-lethal assessment during operational campaign plan execution, and contingency assessments. Assessment History. The USARCENTs Target Production Branch within the Fires and Effects Directorate is doctrinally responsible for conducting combat assessment to support Phase 3 operations. During FY 07 the Target Production Branchs responsibility was expanded to include effects assessment in support of all phases of operations. This responsibility included but is not limited to campaign assessment, country assessment, contingency assessments, and assessments for specific operations. Examples have included conducting combat and campaign assessments in support of all Bright Star training exercises to include the actual event in November 2007. Additional assessments included the FY07 country and Area of Responsibility (AOR) assessment during FY07. Deliverables: Developing strategy, policies, objectives, plans, and procedures to integrate Lean Six Sigma (LSS) into USARCENTs operations, training senior leaders in LSS concepts, methods, tools, roles and responsibilities, developing a master deployment plan for LSS concepts, methods, tools, roles and responsibilities throughout the command, and providing consulting services to support USARCENTs use of LSS methods and tools. At the conclusion of the contractual period, USARCENT will be substantially equipped with LSS trained leaders and a cadre of LSS trained employees (Green Belts and Black Belts). All training will utilize the Army approved Program of Instruction (POI). Interested Companies within this socioeconomic category must provide Capability Statement in respond to the Sources Sought Announcement no later than 2:00 p.m. on 09 January 2009, by providing firm, quality and quantifiable information. Interested companies must also demonstrate potential contract approach based on the information provided in the Performance Work Statement (PWS).
