Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Monterey Bay Aquarium Research Institute (MBARI), 7700 Sandholdt Road, Moss Landing, CA 95039 for the acquisition of a CustomEnvironmental Sample Processor (ESP). This instrument is necessary to collect data through in situ monitoring for harmful algal blooms (HABS) in coastal waters. EPA's program needs and objective require acquisition of real-time measurement of the distribution and concentration of Harmful Algal Bloom (HAB) indicator species, Alexandrium, in coastal waters of the Northeast. Thes measurements are needed to support timely warning to coastal managers of the occurrence of HABs and the probability of risk to human health so that appropriate monitoring and closures can be made. The US EPA will acquire a custom Environmental Sample Processor (ESP) with a DNA probe module specific to organisms that cause Harmful Algal Blooms (HABs). The ESP casing will be competent for in-situ deployment on existing mooring within the Northeast Regional Association of Coastal Observing Systems (NERACOOS). The EPA has identified Monterey Bay Aquarium Research Institute (MBARI) the only vendor capable of satisfying this requirement. The circumstance permitting is FAR 13.106(B) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
