This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are hereby requested and A SEPERATE SOLICITATION WILL NOT BE ISSUED.The U.S. Geological Survey, located at the California Water Science Center, Sacramento, CA, requires the purchase of the following items: Line item 0001: Qty 2 ea, Multi-Parameter Water Quality Logger w/ vented depthLine Item 0002: Qty 2 ea, Multi-Parameter Water Quality LoggerLine Item 0003: Qty 4 ea, ROX optical Oxygen sensorLine Item 0004: Qty 4 ea, Turbidity ProbeLine Items 0005: Qty 4 ea, pH Field replaceable 6-Series Probe KitLine Item 0006: Qty 4 ea, Flying lead adapterLine Item 0007: Qty 2 ea, Rugged 10 ft vented cable This solicitation document contains incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-29, dated 14 November 2008. The solicitation number for this procurement is 09WRQQ0034 and is issued as a request for quote (RFQ). This is 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 423490 with an applicable size standard of 100 employees.Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME, ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quote shall also contain all other documentation specified herein. EVALUATION/AWARD: The Government will award a purchase order to the offeror whose price is determined to represent the best value to the government. Evaluation criteria are as follows; Lowest Price Technically Acceptable (List Technical Aspects)/ Price. The successful contractor must provide the items referenced which meet or exceed the salient technical characteristics outlined in this notice. All salient characteristics must be met in order to qualify for this award. (A) All optical sensors must have a dedicated wiping system for anti-fouling protection and improved data quality, (B) The instrument must be able to measure Temperature, Conductivity, pH, ORP, Depth, Turbidity and Luminescent Optical DO for a duration of 30 days at a 15 minute sampling interval, (C) The instrument shall be capable of operating in a self-powering mode from an internal power supply using a set of eight (8) "AA" cell batteries. The instrument shall also have the capability of being powered by an external 12VDC-power supply through an interface cable. Batteries shall be removable via an external hatch without opening the Sonde, (D) All sensor ports shall have secondary backup seals, thus protecting the internal electronics from the environment, (E) The instrument shall include as standard RS-232 and SDI-12 communication interface, (F) The instrument shall be capable of having connectorized field replaceable probes for the Dissolved Oxygen, Conductivity, Temperature, pH, ORP, and Turbidity sensors. These sensors shall be capable removal without opening the sonde or exposing the internal electronics to the environment.
