- NASA/GRC has a requirement to develop advanced thermal energy conversiontechnologies. The supplies and services can only be provided by CREARE because thisdevelopment work is building on previous research and requires the use of test hardwarebuilt exclusively for this line of investigation. The "Beta" optical cavity constructedin 2006 is specifically designed for optical cavity efficiency measurement with theability to quantify parasitic or mechanical heat losses.The proposal is unsolicited and NASA/GRC intends to award to CREARE Engineering Researchand Development.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact Syreeta Stewart,syreeta.j.stewart@grc.nasa.gov, not later than 4:30 p.m. local time on January 6, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
