- NAVAIR NAWCAD Lakehurst intends to enter into a sole source delivery order with the Bell-Boeing JPO (BBJPO) for the procurement of design, development, testing, and manufacture of Peculiar Support Equipment (PSE) and associated data to support the Depot level of maintenance of the Rotor Positioning Unit (RPU) for the V-22 aircraft. The Navy does not own specifications, drawings, and related data to permit full and open competition. BBJPO, the designer, developer, and integrator of the V-22 Aircraft Weapons System, is the original manufacturer of the V-22 aircraft and remains the only business entity that has all the required proprietary rights and non disclosure agreements with the suppliers of the aircraft components that are necessary to manufacture this Depot Level PSE. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
