- NASA/GSFC has a requirement for eight flight quality System for Image Digitization,Enhancement, Control, and Retrieval (SIDECAR) Application Specific Integrated Circuit(ASIC) packages in a hermetic Land Grid Array (LGA) package with Class K processing (sameas HST ACS SIDECAR) and SIDECAR Flight Microcode supporting software. The SIDECAR ASICis expected to operate at a cold temperature of 160 K with a temperature range of +/- 20K. The device shall be mounted on flight quality printed circuit boards.NASA/GSFC intends to issue a sole-source Request for Proposal (RFP) to Teledyne ImagingSensors (TIS), LLC for the delivery of flight and engineering eight SIDECAR unitsdeveloped in compliance with the NASA GSFC requirements for flight hardware. The SIDECARfor TIRS project shall be delivered in ACS packages. Two types of SIDECAR will berequired for flight and engineering units. The flight and engineering units may be thesame with respect design and packaging, but they may differ in performance (e.g. noisecharacteristics). The North American Industry Classification System (NAICS) Code for this procurement334413, with a corresponding size standard in number of employees of 500.NASA GSFC anticipates awarding a Firm Fixed-Price type contract. The anticipated awarddate will be in April 2009. The period of performance of the contract will be eightmonths. The start date is anticipated to begin in May 2009 up until the flight date ofJanuary 2010.Teledyne shall write the SIDECAR assembly code and the Graphical User Interface (GUI)software to operate three multiplexers (ISC9803) Readout Integrated Chip (ROIC) on aFocal Plane Assembly (FPA) to be provided by GSFC. The SIDECAR assembly code will beused for flight mission while the GUI software is needed for the initial phases of theFPA testing and calibration. This procurement must be awarded by April 2009. The Government does not intend to acquire a commercial item using FAR Part 12.AnOmbudsman has been appointed see GSFC Ombudsman. However, organizations who believe they can provide these serviceswithout any detrimental impact to the program schedules supported by this work shouldfully identify their interest and capabilities within 15 days after publication of thissynopsis. Interested organizations have 15 days from the publication of this synopsis tosubmit in writing to Ashley.N.McQueen@nasa.gov. A determination by the Government to not compete this proposed effort on a full and opencompetitive basis, based upon responses to this notice is solely within the discretion ofthe Government.
