Description
The TACOM LCMC proposes to award a Level of Effort / Cost Plus Fixed Fee (CPFF) R&D contract with a 24 month period of performance for the acquisition of five Paladin Self-Propelled Howitzer (SPH) and two Field Artillery Ammunition Support Vehicle (FAASV) Integration Management (PIM) prototype vehicles, engineering design and test evaluation utilizing FY 09/10 RDT&E and FY09 PAA funding, to BAE Ground Systems Division, York, PA. The Paladin/FAASV Integration Management (PIM) is a process that rebuilds platforms to original factory standards, applies current Modification Work Orders (MWO) and delivers like new platforms which operate with current technology. The objectives of the PIM program are to ensure supportability / maintainability / interoperability by leveraging Bradley subsystems and components, replace obsolete components, reduce logistics footprint, reduce operations and support costs, maintain performance, and leverage Bradley improvements. Targeted subsystems and components include the power train, track and suspension, Paladin power management, slip ring, rammer, fire control, vehicle health management, survivability, and other obsolete components. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
