Description
This sources sought notice is for informational and planning purposes only. It is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this sources sought notice or to otherwise pay for the information solicited. The Securities and Exchange Commission (SEC) has a requirement for a third-party administrator or separate vendors to provide a supplemental health benefits program (SHBP) that includes dental, vision, and voluntary benefits. A contractor shall provide supplemental benefits consistent with the requirements of Title 26 of the Internal Revenue Code, Subtitle A, Chapter 1, Subchapter B, Part III, Section 125. These benefits are available to all SEC employees and their spouses and dependents nationwide. As of December 2008, the SEC has 3,492 full-time employees and 148 part-time employees eligible for participation. The SEC has two locations in the Washington Metropolitan Area and eleven regional offices. The SEC Headquarters (Station Place) is located in downtown Washington, DC next to Union Station. The SEC Operations Center is located in Alexandria, VA. The SEC's regional offices are located in Atlanta, GA; Boston, MA; Chicago, IL; Denver, CO; Fort Worth, TX; Los Angeles, CA; Miami, FL; New York, NY; Philadelphia, PA; Salt Lake City, UT; and San Francisco, CA. A firm fixed price contract is anticipated, and the period of performance for this contract will likely include a twelve-month base period with four option years. Respondents must provide capability packages that address their apability to provide a supplemental health benefits program (SHBP) that includes dental, vision, and voluntary benefits. Respondents must also answer the following questions: 1. What is the industry standard for data/ records maintenance for supplemental vision, dental and voluntary benefits programs? 2. What is the industry standard for data transfer, migration and recordation when SHBP records are transferred or updated to new carriers? Capability packages shall not exceed fifteen (15) pages. Respondents are responsible for all costs associated with submitting their capability packages. Questions concerning this sources sought notice shall be submitted via e-mail no later than 1:00 PM Monday, December 29, 2008. Capability packages shall be submitted by no later than 1:00 PM, December 31, 2008. Capability packages must be submitted by e-mail, fax, or mail to the address below.
