- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is a request for quotation (RFQ) and is being issued by the Land Between the Lakes (LBL), USDA, 100 Van Morgan Drive, Golden Pond, KY 42211. LBL intends to procure a Veterinarian to provide services for the Elk and Bison Prairie located in the Kentucky portion of LBL. A description of services can be found in the attached Scope of Work. Period of performance is 1 January 2009 thru 31 December 2009 with four (4) one-year options. This is a 100% Small Business Set-Aside. The following provisions in their latest editions apply to the solicitation: FAR 52.204-7 Central Contract Registration, FAR 52.209-9000 Organizational and Consultant Conflicts of Interest, FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Deviation), FAR 52.222-3 Convict Labor, FAR 52.222-26 Equal Opportunity, FAR 52.232-21 Prohibition of Segregated Facilities, FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration, FAR 52.233-3 Protest After Award, FAR 52.252-2 Clauses Incorporated by Reference, FAR 52.252-6 Authorized Deviations in Clauses. Offerors may indicate that their response to FAR 52.212-3 Offeror Representations and Certifications-Commercial Items has been loaded on http://orca.bpn.gov. Quotes must be valid for thirty (30) days after due date. Any amendment(s) issued to this RFQ will be published on this website. Therefore, it is the Offeror’s responsibility to visit this website frequently for updates on this procurement. The resulting contract will be a firm fixed price purchase order. The NAICS code for this requirement is 541940, and the small business size standard is $7M. To be eligible for award, registration in the Centralized Contractor Registration Database is mandatory. Quote/Offers are due on or before 1600 CST December 31, 2008. Late quotes/offers will not be considered. Quotes/offers received after date set for receipt of quotes will be rejected. The Government will award a contract resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Price, technical factors, and past performance, when combined, are equally important. The Government may award to more than one offer as follows: One for elk, One for EBP bison (Kentucky license), and One for SBR bison (Tennessee license). Offerors shall include a written quotation for the base year and four option years, which addresses the technical factors specified in the attached Scope of Work, and past performance information. Past performance information shall include recent and relevant contracts for the same or similar work and other references (including contact numbers, points of contact with telephone numbers and other relevant information).
