Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT; A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THERE IS NO BID PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The Naval Facilities Engineering Command Southeast (NAVFACSE) is conducting Market Research to determine interest of potential sources as PRIME contractors. This project is for a design-build contract for the construction of a multi-story Expeditionary Combat Skills Student Berthing, Gulfport MS. The building will consist of 41 modules (2+2) housing a total of 164 students. The building will include an administration lobby, laundry facilities, vending, and multipurpose lounge/training/game/recreation rooms. All required Anti-terrorism/Force Protection (AT/FP) features will be included, as well as LEED Silver certification. The NAICS Code for this solicitation is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $33,500,000 dollars. The estimated price range for this project with all options is between $10M and $12M dollars. Interested sources are invited to respond to this sources sought announcement. Respondents shall provide up to three projects that best demonstrate the company's experience relative to the types of work covered by this requirement. Projects should be representative of NAICS 236220 and be similar in size, scope, and complexity to this requirement. Experience working on military housing is a plus. Contracts must have been completed or substantially completed within the last five years. Contracts with federal, state, or local Government, and/or commercial customers will be accepted. Respondents should provide a statement of the company's capability relative to these types of work. Also, respondents should provide its bondi! ng capacity for both a single contract and aggregate capacity. Sources Sought Responses: Provide information on your firm's 1) Experience, 2) Past Performance, and 3) Financial Strength to handle this contract. We are seeking responses from only those firms who would be the prime construction firm or comprise a joint venture. We are NOT seeking feedback from subcontractors. 1) Provide information concerning your Experience on at least three recent (last 5-years), relevant military housing projects of similar size, scope and complexity, including a description of the project, construction cost, completion date. Identify the relationship with design partner proposed to be used for this project including past projects completed together. 2) Provide information concerning your Past Performance on the relevant projects that are submitted as part of your experience, and provide information demonstrating satisfactory performance, and contact information for references. 3) Provide your Bonding Capacity and a copy of the first page of your Central Contractor Registration (CCR) profile from www.ccr.gov. Identify your business category: large or small (if small indicate which if any of the following Federal government sub-categories apply to your firm; Veteran Owned Small Business, Service Disabled Veteran-Owned Small Business, HUBZone Small Business, Small Disadvantaged Small Business, 8(a) certified Small Business or Woman Owned Small Business). Respondents will not be notified of the results of the evaluation. However, NAVFAC SE will use the information provided for technical and acquisition planning. If adequate numbers of responses are received from qualified 8(a), HUBzone or Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on a set-aside basis. All proprietary information not to be disseminated in Government documents must be clearly identified. Please respond to this announcement by 2:00 p.m. (EST) on 09 January 09, via email to chris.mclaughlin@navy.mil. The subject line of the email shall state P855 EXPEDITIARY COMBAT SKILLS STUDENT BERTHING, GULFPORT, MS. Emails shall be no more than 5 MB in size. If additional space is needed, more than one email may be sent. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
