- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offers are requested from interested parties who will provide all personnel, uniforms, admin support and supervision required to manage and operate the 24/7 emergency ambulance service for two ambulances at McGregor Range, Dona Ana, and Oro Grande Range Complexes. Emergency ambulance services include: advanced life support ambulance service; administrative transfers; transports to/from aero-medical evacuation sites; patient transports; and field ambulance srvices, as defined in Army Regulation (AR) 40-3, Chapter 13, Emergency Medical Services. This AR can be found at www.asapa.army.mil. All contract personnel performing under this contract remain employees of the contractor and not employees of the Government. The contractor must provide personnel who are competent, qualified and adequately trained to perform assigned duties. The Government will evaluate the quality of both the contractor's professional service and their compliance with administrative documentation for purposes of contract inspection and acceptance. Contractor is requested to provide services for a 3 month period (January 1, 2009 - March 31, 2009) until services can be resolicited. Offerors are required to propose a monthly cost for the services as well as a total cost for the three month period. Contract clauses 52.212-1, 2, 3, 4 and 5 are applicable to this solicitation.
