Description
The vendor shall provide wireless telephone system service and maintenance for the VA Medical Center site in Providence, R.I. The vendor shall furnish all personnel, equipment, tools, materials, transportation, management supervision, and other items and services necessary to perform all telephone system maintenance tasks and functions. The vendor must perform to the standards identified in this statement of work. The vendor will provide all the necessary hardware, software and services to implement, train and maintain a phone system that will include as a minimum: Cellular service; to include local, long distance and International dialing, Paging Services, GPS Services, Caller ID, Conferencing, Call Forwarding, Voice Mail, Voice mail interface with NEC 2400 IMX or IPX PBX on telephone devices, 4 Digital internal dialing to interface with NEC 2400 IMX or IPX PBX, Push to talk (2-way radio) capabilities, 911 capabilities, E-mail and Internet availability, The telephone device shall consist of a singular device to accomplish as a minimum all items listed above. The vendor shall have complete redundant network reliability in their network. The vendor must have alternate power sources in the event of commercial power failure to provide continuous network operation to the Providence VA. Vendor will assure and maintain that any interface with or access to the telephone system, PBX or computer network will meet all criteria of local and national VA directives regarding security and user access. All feature functions of the telephone device will be fully accessible and assignable, with the exception of proprietary or service activations as industry standards regulate. All assignable functions by the VA will not be accessible to the provider or their designee unless approved by the Telecom Manager or his/her designee. The vendor will provide a single point of contact available on a 24/7 hour basis to resolve and assist with any services related issues. The point of contact must be available on a "live basis". The vendor shall schedule and conduct all preventive maintenance. A record shall be made of all required preventive tasks noting whether normal or abnormal. All instrument measurements, including battery readings required by the battery backup system manufacturer procedures, are to be recorded and retained for future reference by the Telecommunications Manager. The vendor shall provide a record of all maintenance performed. Information required is date service request was received, ticket number assigned, date service was completed, and details of service accomplished. Preventive maintenance that will not adversely disrupt the telephone system shall be performed Monday through Friday 8 a.m. to 5 p.m. Preventive maintenance that will adversely affect the VA medical center must be scheduled and performed during non-duty, low impact hours. This contract will also have strict security requirements, and will require maintenance began on failures of the system within 24 hours of notification of failure and work will be done till the problem is solved.The information obtained from responses to this notice may be used in the development of an acquisition strategy and future solicitation. The Providence VA Medical Center is considering whether to set-aside this contemplated Firm Fixed Price (FFP) acquisition for 8(a), HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), or Small Business (SB) sources. If adequate responses to this Sources Sought Notice are not received, the acquisition may be solicited on an unrestricted basis. Bids due by 1/12/2009 to Kristine Clark and should include verification of ability to perform the tasks mentioned above. Questions or concerns can be emailed to Kristine.Clark@va.gov If this effort is to be set aside, then the clause at FAR 52.219-14, Limitations on Subcontracting, will apply and the prime specialty trade contractor will be required to perform a minimum of 25% of the cost of the contract, not including the cost of materials, with its own employees. This Sources Sought Notice is for planning purposes only. The applicable NAICS code is 517210 with an associated small business size standard of 1500 employees.
