- The Transportation Security Administration (TSA) intends to solicit and negotiate a sole source procurement with General Electric Homeland Protection in Newark, CA under authority of FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.” The Aviation and Transportation Security Act (ATSA) public law 107-71 requires that all checked baggage Electronic Detection Systems (EDS) be tested and meet certification requirements. The purpose of the sole source procurement is for the acquisition of certified medium EDS and unique services supporting this particular equipment, specifically the CTX 9400 and CTX 9800 configurations. This equipment must be compatible with existing TSA baggage handling systems. The sole source procurement will also include unique support services for existing legacy EDS equipment. The estimated ceiling for the resultant award is $329,050,881 for a five (5) year period. The estimated award date is six (6) months from the date of this announcement. This announcement is not a request for competitive quotations. No solicitation document is available and telephone inquiries will not be honored; however, interested and qualified parties may submit literature detailing their ability to meet TSA’s requirements within fifteen (15) calendar days of this announcement. In the absence of other qualified sources, it is the TSA’s intent to make a sole source award.
