- Request for Proposal (RFP) # 08-JC-REG2-PERK for the operation of the Carl D. Perkins Job Corps Center located in Prestonsburg, Kentucky, will be issued on or about January 13, 2009. The requirement will be solicited as an Unrestricted, COST PLUS INCENTIVE FEE procurement for the following services: The contractor shall operate the aforementioned Job Corps Center which includes provisions for academic, vocational, social skills, career preparation, career development training, and related support services for an estimated total of 280 students categorized as follows: 80 residential female students, 180 residential male students, 10 non-residential female students and 10 non-residential male students. Job Corps targets disadvantaged youth ages 16 to 24 years of age. The successful contractor shall also provide overall center management, procurement management, property management, facility operations, maintenance services, and security. All activities shall be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. The successful contractor will operate the Carl D. Perkins Job Corps Center with the services shown above for a two year base period beginning 10/1/2009 through 9/30/2011, unless extended. Additionally, the contract will include the Government’s unilateral right to exercise three successive one year options. North American Industry Classification System (NAICS) code for this acquisition is 611519. A Pre-proposal Conference to review the RFP is scheduled for January 29, 2009 at 9:30 a.m. local time. A Site Visit/Walk Thru will follow at the Carl D. Perkins Job Corps Center located at 478 Meadows Branch Road, Prestonsburg, Kentucky 41653. Phone: (606) 886-1037. The RFP is only available by downloading from the Federal Business Opportunity website at www.fedbizopps.gov. We recommend that you download a copy and bring it with you to the conference as there will not no extra sets available at the conference. Questions regarding the RFP should be submitted by e-mail, prior to the conference, to the Contracting Officer at thomsen.gail@dol.gov. It is requested that all contractors planning to attend the Site Visit/Walk Thru and Pre-proposal Conference notify Ms. Gail Thomsen, Contracting Officer by e-mail of their intention to attend with the number of participants in your group. It requested that each company limit the number of participants to 3 or 4 attendees. Written proposals in response to this RFP must be received at the US Department of Labor/OASAM Office at 170 S. Independence Mall West [The Curtis Center] Suite 600 East, Philadelphia, PA 19106 by 3:00 p.m. Local Time on March 5, 2009. The submittal package should be marked ATTN: Gail Thomsen, Contracting Officer (215) 861-5846. Oral presentations may also be required later in the procurement timeframe. An ‘Interested Vendor List’ has been opened on the FBO website for this procurement. It is strongly encouraged that all contractors who have downloaded the RFP register at the website to receive automatic notifications of amendments and e-mails.
