- The Environmental Protection Agency (EPA) located in Research Triangle Park, NC intends to negotiate on a sole source basis with ICLEI-Local Governments For Sustainability USA, Inc., of 436 14th Street, Suite 1520, Oakland, CA 94612 to provide technical support and services for the completion of the Climate and Air Pollution Planning Assistant (CAPPA) Tool. The project tasks entail (1) continuing the devlopment of the CAPPA tool through the compilation and evaluation of process and technical comments resulting from beta testing, (2) revision of the CAPPA Tool and (3) outreach and wide spread distribution. This Notice of Intent is not a request for competitive quotations. EPA source research indicates that ICLEI-Local Goverments For Sustainability, USA Inc., is the only known contractor with the appropriate level of technical knowledge necessary to complete this project in a timely manner. The original CAPPA Tool was developed and released for beta testing and expansive technical review by ICLEI-Local Governments For Sustainability, USA Inc. and because of their unique familiarity with the CAPPA Tool, they are the only known contractor capable of completing the requirements within the required time limitation. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish their potential of fulfilling such work. Any such documentation must be submitted within 15 day of electronic posting of this notice (on or before Wednesday, January 7, 2009 at 5:00 PM EST.) Interested parties should submit their technical documentation, referencing PR-NC-09-10060, preferably via email to Barbour.Beverly@epa.gov. Documentation may also be submitted as follows: via regular mail addressed: U.S. EPA, Attn: Beverly Barbour MD105-02, Procurement Operations Division, Research Triangle Park, NC 27711. The determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. EPA references 'FAR 6.302-1-- Only one responsible source and not other supplies or services will satisfy Agency requirements', as the authority applicable to this circumstance for permitting other than full and open competition. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable North American Industry Classification System (NAICS) Code is 813312, which has a $7 million dollar size standard. The intent of this notice is to determine if any other source(s) exist, therefore, no formal solicitation (RFQ) is available at this time. Consequently, any response failing to provide evidence of the aforementioned data and instead choosing to merely submit a routine letter requesting consideration and a copy of the RFQ will not be honored.
