Description
Washington Closure Hanford intends to issue a Request for Proposal (RFP) for the following scope of work. If you have experience in this type of Field Remediation and would like to participate in this RFP process, please contact the Procurement Specialist by the email address above. This procurement will be a small business set aside, under NAICS 562910. A prequalification questionnaire will be issued in January 2009. TECHNICAL DESCRIPTION FOR 118-K-1 BURIAL GROUND This work scope is for the remedial actions for the 118-K-1 Burial Ground located in the 100-KR-2 Operable Unit (OU). The work includes performing remedial construction activities, as well as furnishing necessary facilities, equipment, labor, materials, supplies, and tools. A wide range of chemically and/or radiologically contaminated soil, ash, miscellaneous debris, intact containers, buried equipment, soft waste, and structural materials may be encountered during remedial action activities. This work scope includes performance of operations necessary to excavate, sort, size reduce, stage, containerize/package, load, weigh, maintain, and transport materials from the 118-K-1 Burial Ground. In general, the remedial actions for the site may include any of the following: Perform jobsite walkdowns for planning and preparation of job hazards analyses/work plans, Perform activities to verify the location and determine the extent of contamination, Perform excavation/material sorting of soil and debris, drum/container removal and handling, and sampling/inspection support activities in accordance with radiological requirements and using different levels of personal protective equipment, Remove, process, stockpile, stage, and containerize waste material, stockpile clean material, and support WCH-directed waste characterization, Transport containers and packaging to the Container Transfer Area, and Perform activities to decontaminate equipment exposed to contaminated materials (radiological or chemical). The 118-K-1 Burial Ground is an inactive solid waste site that operated from 1955 to 1973. The burial ground is located just outside the east outer perimeter fence of the 100-K Area and consists of numerous trenches, pits, and silos into which radioactive waste was disposed. The individual trench and pit dimensions vary greatly. The silos are vertical corrugated culverts. The original burial ground was constructed at the same time as the 100-K Area reactors and began receiving waste shortly after the reactors began operation in 1955. The original burial ground consisted of six silos and a trench. Reactor hardware was probably buried in the silos, and soft waste (e.g., paper, tape, and cardboard) was probably buried in the trench. The original burial ground was expanded to the north and south during its operational life. Trenches and silos were backfilled to grade when the burial ground ceased operation in 1973. Remediation of the 118-K-1 Burial Ground was initiated in 2006. After partial completion, the site was put into a safe shutdown condition in 2008 to focus on higher-risk projects with associated TPA milestones. WCH is now preparing to resume remediation activities at the site. The current status of site remediation will be provided in detail in the subsequent Request for Proposal. It is anticipated that the period of performance for this work will begin in mid-calendar year 2009.
