- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Pre-Solicitation Synopsis: The Naval Surface Warfare Center, Crane Division intends to enter into a Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with FN Manufacturing, LLC, 797 Old Clemson Road, Columbia SC 29224 in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The proposed ID/IQ contract will have a five (5) year ordering period for the Refurbishment/Overhaul of the M240B 7.62mm Machine Gun, MK46 MOD1 5.56mm Machine Gun and MK48 MOD1 7.62mm Machine Gun to a near new condition. The contract minimum is $250,000.00 with an estimated maximum amount not to exceed $11,500,000.00. The contractor shall provide all management, tools, supplies, parts, paint, lubricants, equipment, facilities, and labor necessary to refurbish/overhaul the M240B, MK46 MOD1 and MK48 MOD1 to a like new condition in accordance with commercial practices and the manufacturer's recommendation. The contractor shall be required to perform in accordance with the Statement of Work as follows: 0001 - Overhaul/Refurbishment of M240B 7.62 mm Machine Gun (MG) in accordance with (IAW) the Statement of Work; 0001AA - Inspection (report findings back to the Government) of M240N/B MG; 0001AB - Teardown, gauging, inspection, overhaul and testing of M240B MG with acceptable receivers; 0001AC - Teardown, gauging, inspection, overhaul and testing of M240N MG that require gas cylinder replacement. The contractor shall be required to perform in accordance with the Statement of Work as follows: 0002 - Overhaul/Refurbishment of MK46 MOD1 5.56 (MG) in accordance with (IAW) the Statement of Work; 0002AA - Inspection (report findings back to the Government)of MK46 MOD1 MG; 0002AB - Teardown, gauging, inspection, overhaul and testing of MK46 MOD1 MG with acceptable receivers. The contractor shall be required to perform in accordance with the Statement of Work as follows: 0003 - Overhaul/Refurbishment of MK48 MOD1 7.62 (MG) in accordance with (IAW) the Statement of Work; 0003AA - Inspection (report findings back to the Government) of MK48 MOD1 MG;; 0003AB - Teardown, gauging, inspection, overhaul and testing of MK48 MOD1 MG with acceptable receivers. Inspection and acceptance will be at Origin. All items shall be delivered F.O.B. Destination with all transportation charges paid by the supplier to: RECEIVING OFFICER, BLDG 2522, CODE 4081, NAVSURFWARCENDIV, CRANE, IN 47522-5001. All shipments shall be marked: B. 2522/Code JXNLL, Attn: Mr. Scott Ross. The contractor shall schedule deliveries under this contract to ensure arrival at destination only on Monday through Thursday (excluding holidays) between the hours of 7:00 A.M. and 2:00 P.M. Eastern Standard Time. The receiving facility is normally closed Friday, Saturday, and Sunday. All responsible sources may submit a proposal, which shall be considered by the agency. It is the responsibility of interested vendors to monitor the Crane web-site, FedbizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for fu! ture discussions and/or award.
