- The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm-Fixed Price contract for the design/construction of a 1640 - man Installation in support of the Afghan National Army located adjacent to ANA Garrison at Kandahar, Afghanistan. The contractor shall perform work to consist of topographic survey, installation master planning, design and construction of a corps support battalion with various buildings, facilities and infrastructure for hosting 665 soldiers and master planning the compound for future expansion up to 1640 total soldiers. Examples of some of the facilities that will be part of the scope but not limited to are: barracks for 665 personnel, Battalion HQ Building, Dining Facilities with seating for 500, laundry facility, gym facility, Large Capacity Vehicle Maintenance facilities & appropriate storage/warehouse facilities plus fuel storage and fuel distribution capacity, gravel parking for 1000 logistic vehicles, medical clinic, vehicle wash racks, small arms storage, armory security building, guard towers, and entry control point facilities. Also may included for construction power plant and electrical distribution system, raw water sources and water distribution system, waste water treatment plants and sanitary sewer system, access road (2 kilometers approx) and road network on new base, construction of perimeter wall in accordance with Anti-Terrorism/Force Protection (AT/FP) measures, landscaping, and ground water runoff drainage system shall be designed for a 1640 total personnel future load. The construction site will be approximately 380,000 Square Meters(SM). The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulation (FAR) Part 15 procedures. The applicable NAICS code is 236220. The estimated price range of this requirement is between $25,000,000.00 and $100,000,000.00. Solicitation number W917PM-09-R-0039 will be available on or about 11 January 2009. Proposals will be due approximately 45 days after the RFP issue date. Actual due date and time will be specified in the RFP. The point of contact for this procurement is Mr. Michael T.
