- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is RFQ N00124-09-Q-0134 and this solicitation is issued as a Request for Quote (RFQ). Delivery shall be FOB Destination to the Naval War College, 686 Cushing Road, Newport, Rhode Island 02841. Licensing shall be for the period of January 1 to December 31, 2009; a renewal of License Agreement 01C33624. The Naval War College is an accredited institution. Responsible quoters must be a Microsoft Authorized Education REseller (AER). The provision at FAR 52.212-1, Instruction of Offerors-Commercial Items, applies to this solicitation. The clause at FAR 52.212-2, Evaluation of Commercial Items, applies to this solicitation. The cluse at FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this solicitation. The followng cluses also apply to this solicitation: FAR 52.232-33, Payment by Electronic Funds Transfer; DFAR 252.20-7004 Alt A, Required Central Contractor Registration. For solicitations after 1 Jan 98, all contractors are equired to be registered in the Central Contractor Registration (CCR) for award. All quotes must reference the solicitation number and the due date for receipt of quote. In addition to this, each quote must contain the name, address and telephone number of the offeror as well as any discount terms that are offered. Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each quoter. Any quote or modifications to quotes received after the specified due date for receipt of quotes, will not be considered. The Government will award a purchase order resulting from this solicitation to a responsible quoter whose quote conforms to the solicitation is considered most advantageous to the Tovernment. Award will be made on the basis of lowest overall price. Quoter shall specify business size and classification as required in FAR 52.212-3. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with the offer.
